PAP offers to “upgrade” Potong Pasir and Hougang

In a sign that elections are coming, the PAP will be upgrading the lifts in the two opposition wards of Potong Pasir and Hougang, much earlier had expected.
The move to give the Life Upgrading Programme (LUP) to opposition wards earlier marked another U-turn by the Government, which had said after the 2006 election that opposition wards would be placed ‘at the end of the queue’ for LUP.
Upgrading of estates is often employed as a carrot to entice residents to vote for the ruling party which controls the purse-strings. A former Prime Minister Goh Chok Tong once threatened to turn the opposition wards into “slums” if the residents persisted in voting for the opposition.
Nevertheless, despite the threats levelled at them by the PAP, the residents of both wards returned their opposition MPs into parliament with an increased margin during the last election.
The latest move by the PAP to upgrade the opposition wards may be a tactical ploy to sweeten the ground for its two losing candidates before the next election is called.
Strangely, the announcement came from the People’s Action Party’s (PAP) grassroots advisers in both wards, Sitoh Yih Pin of Potong Pasir and Eric Low of Hougang who are non-MPs instead of the official rightful MPs Chiam See Tong and Low Thia Kiang to create the erroneous impression that they have “won” the upgrading for the residents.
Hougang’s Eric Low even tried to claim credit for his party by proclaiming unshamedly to the state media that “it is a result of our efforts over the years.”
Neither Sitoh Yih Pin nor Eric Low deserved any credit for bringing LUP to the two estates since both are more than 20 years old and is in urgent need of upgrading to cater to the needs of the elderly residents living there.
Upgrading of HDB estates should be based entirely on needs instead of political affliations. The residents of Hougang and Potong Pasir pay taxes to the government yearly. The ruling party has no right to deprive them of upgrading.
The pork-barrel politics used by the ruling party has come under intense scrutiny and criticism in recent years.
Since more than 86 per cent of the population lived in public housing built by HDB, a government agency, the ruling party is in a position to determine the distribution of funds to the estates thereby enabling it to use it to threaten residents to vote for them during the elections.
Singaporeans should think twice before falling for the same gambit by the PAP again.
During the 1997 elections, residents of the hotly contested Cheng San GRC were promised a slew of amenities and facilities to upgrade their estate if they vote for the PAP which eventually won by a narrow 5 per cent margin.
Four years later, Cheng San GRC was broken up and divided among nearby GRCs like Ang Mo Kio to dilute the support base of the opposition. Nothing was ever heard about the PAP’s promise.





















The fact that Sitoh and Eric Low will be forming and chairing the working committee of the LUP for PP and Hougang shows how arrogant the PAP is by ignoring the elected MP of these SMCs.
They behaved as if they are using the PAP’s money to do the lift upgrading and not taxpayers money. Or is it our money is now their money ??

Ah… Sitoh , the loser clown who abuse tax money to score point to build a lamp post, after when lost to Chiam, deny his responsibility of finishing the lamp and push it to chiam. Temasek Review, I find your 1st sentence “PAP will be upgrading…” misleading. Firstly, there is NO confirmation that there will be upgrading in potong pasir and hougang constituencies, as reflected on HDB’s website http://www.hdb.gov.sg/fi10/fi10208p.nsf/WPDis/Lift%20Upgrading%20ProgrammePrecincts%20Announced%20for%20LUP?OpenDocument . HDB is administering flat upgrading programmes and a definitive sign of upgrading is when HDB makes an announcement of the precincts for upgrading.
Seondly, if upgrading for Hougang and Potong Pasir were set in stone, there would be no incentive for the people to vote for pap.
Hope that Temasek Review does not make misleading statements in favour of pap.

desirable trend.
Btw, precincts in Potong Pasir and Hougang are only selected for lift upgrading. The final go-ahead is still subject to voting approval by the residents. It will be interesting if after all the hassle over the past years, there are inadequate majority votes for some reasons and the upgrading cannot proceed.

If you dislike pap so much, then when election comes, don’t vote for them. Alternatively, speak your mind and voice your dislikes to pap, force them to listen to us and make changes to our benefits (i.e. too many imported goods (foreigners). Singapore was once a place i call home but now with all the imported goods from all over Asia, can you still call singapore your home? I wouldn’t trust that PaPies will change and can change even if they swear on all their grandfather’s grave. Its all part of their wayang which they repeat elections after elections.
Having been in the system and hearing/knowing how the WHO and WHY works, NOTHING in Sinkapore is EVER going to change as long as the HEAD of the famiLEE is still KICKING. He is too arrogant and face loving to allow any changes.
Changes however, can and will come only OVER HIS DEAD BODY and when that happens, LHL (given that he actually was ‘pushed and elevated’ to be the PM with literally no qualities and experience), may NOT stay as the PM after the HEAD is 6 feet under. It will be the BETTER MAN WINS then.

Better that they don’t “offer” the LUP than to offer it and make it sound as if PAP is going to be magnanimous and benevolent to these opposition wards.
First, it is not PAP’s money.
Second, it is the government’s responsibility to treat all HDB estates fairly regardless of whether it is opposition ward or not.
Third, don’t mix politics with social infrastructure.
Fourth, stop treating the people in these estates like children. And the whole citizen population for that matter. They think they can dole out little candies and citizens will view them differently. Sad.

It is to become PR here, but not citizen that is long, for citizens from first world countries.
If the queue is that long from here to HK long, then the queue to become PR or citizen in Australia, New Zealand and Canada will be from here to Russia already.
It is true that people from Africa and Bangladesh will want to become citizen here but is it also true that the first class talents from these countries want to go straight to Australia, New Zealand and Canada.
In addition, how many 2nd and 3rd class talents from China and India take up citizenships? Most remain as PRs only for the benefits of 2nd generations.
My PR friend used to have all the perks of S’poreans and refused to take up SG citizenship cos he said there was no benefit. Just before his son got called up for NS, the entire family gave up the PR and they left SG. They can still visit SG including the son. Compare that with another friend whose entire family gave up SG citizenship and applied for exemption for NS for their son who emigrated with the family when he was 9. They made a mistake of extending his SG passport when he first left and Mindef decided he needed to do NS cos he “benefitted from SG citizenship”. The poor fella will be handcuffed/ imprisoned if he sets foot in SG. Is this fair? The ex PR friend always laughed when he got invitations to take up SG citizenship. Guess he does have the last laugh…

It is the right of Hougang and Potong Pasir residents to have their flats upgraded since the upgraded program is funded from the tax payer money and residents in these two constituencies are also tax payer. The residents need not be thankful to the government as it is long overdue!!!!

Shortly after the PAP’s defeat in the two single-seat wards, Senior Minister Goh Chok Tong — who had thrown his political weight behind the two candidates – announced that both would cut back on their services to residents. They would also “act like an opposition” by pointing out faults in the two constituencies, Mr Goh had said.”
“WP chief Low could not be reached for comment on Sunday, but Mr Eric Low’s perseverance has not gone unnoticed by Hougang residents. Said 60-year-old Mr Ng: “He is still working very hard. We still see him making his rounds regularly.”
On the positive side, he still working very hard just to win election. But what is the point of this clown working hard who intention is not for the people, but for himself in pursue of joining Paplite circle for money, power and fame ? So after he win, he will abandon the citizens who vote him and start giving nonsense like MIW ?

Why didn’t they make the same LUP after the shameful defeat in the last election in apologetic remorse of decades of threatening people living in these two contituency. Now just before the election, the “stolen carrot” inducement in place of big stick is NOT going to deceive anyone?. It is cynical old game.
They know in financially desperate times like this that many can’t afford to spend and it won’t go ahead. So milk it for whatever political capital there is of this cynical exercise of goodwill and false charity paid for by ALL SINGAPOREAN TAXPAYERS.
Robbing Peter to pay Paul will backfire when political credit is demanded of in this electoral hoax. People in that two constituents won’t forget how long they had to wait for their MRT lines.
Can these thuggish bullying hurt caused be healed not by sincerity of remorse but by cheap political pork barrel politics? Let’s see how the voters there will decide again.

I don’t know XiSd Tay either…but I would suggest XiSd Tay accords a little more respect to the other participants here. I believe most of us here are Singaporeans and we certainly have our views and voices.
If XiSd Tay is no longer a Singaporean, then it better be known to the rest. It is always helpful to differentiate between Singaporean and non-Singaporean voices.

I have always try my best to respect everyone’s opinion, whether its goes against or for mine, BUT certain people are just simply dumb, stupid and really PISS ME OFF and NOT deserving of any respect unless they were born that way, which then would accord them the benefit of doubt they deserved, due to medical conditions.

GE is for the citizen to decide who is the best to run the country. The current PAP government is a disappointment because rich-poor gap widened, overcrowding, incompetent Ministry of Home Affair, blood-sucking Ministry of National Development , clueless Ministy of Finance (e.g. 0.7 billion budget deficit became 6 billion surplus, roti-prata decision making to guarantee all bank deposit after saying Singapore will not be following HK in the previous day, talk rubbish about trust when question on why President use the second key, talk another rubbish about Goodyear resignation, etc)………………..
