Businesses in Orchard suffered massive losses from second flood in a month
It was supposed to be “un-floodable” and yet for the second time in a month, Singapore’s prime shopping district of Orchard has been hit by “once in a fifty year” flood again, bringing much embarrassment to the beleaguered PAP.
The first flood on 16 June reportedly caused millions of damages to retailers in Orchard. Soon after renovating their premises, they were hit by another flood again.
When interviewed by Channel News Asia, one owner of a shop at Lucky Plaza expressed her unhappiness at the frequent disruption in her business.
“This is very bad. I feel that the management should do something about it because this is not the first time. It happens almost every year.”
The previous flood was attributed by PUB to a choked drain which was supposedly cleared of debris. There were no official explanation of the latest flood yet.
Photos of the flooding were uploaded and widely distributed on the internet, thereby exposing the PAP’s gross incompetence and ineptitude in tackling the problem.
As usual, PAP Environment Minister Yaacob Ibrahim, who is paid more than $2 million dollars a year, is nowhere to be heard, seen or found.
Neither did PUB CEO Khoo Teck Chye who said that the June flooding was “unacceptable”, but offer no public apologies for it, made any appearances or statements. It is as if the flooding has got nothing to do with them.
Prime Minister Lee Hsien Loong chided Singaporeans lately for having “unrealistic” expectations. According to him, it is “impossible” to expect Singapore to be completely flood-free, yet the floods have been occurring on a weekly basis for the last two months or so.
In Singapore, political leaders and senior civil leaders expect and demand to be paid astronomical salaries pegged at market rates, but refused to accept the same level of scrutiny and accountability. (Example: DBS Chief’s public apology for the recent technical glitch this week)
No matter how things screw up, they will never accept any responsibility or blame.

here is my view:
I think that dams (Marina Barrage is a dam but is called barrage because it is located at the extreme downstream of the water flow) are workable in countries with terrain of proper topography. The gradient of the drainage towards the sea should be correctly calculated, because the dam will obstruct the flow and increase the level of water upstream. This is a trade off which has to be accepted in spite of the other advantages such as creating a reservoir to make newWater for Singaporeans *duh* or other green uses.
The problem is that in constructing a dam, you need very very strong pillars to support the structure and the dam gates, many pillars. Therefore the width of these pillars plonked into the sea at regular intervals, maybe staddling 20% of the width of the river mouth, WILL OBSTRUCT the free flow of water EVEN WITH GATES ALL OPENED. PAP is NOT lying when they said the open of the flood gats relieved the flood water. But it is one step forward two step back approach, the dam gates pillars are still obstructing the flow, this could be the reason for all the floods!!!!!
Hence i think that if the gradient of the land and the topography is not suitable it is SUICIDE to build a dam. Like Singapore. Very flat, we need a professor of civil engineering to first help us understand the technical tradeoffs before we can accept.
Even china last night 17 Jul 2010 blast open a dam they constructed, they say it was neccesrry to destroy the dam to prevent floods, did you see the video footage on CNA? This is frank admission of error, good government.

PUB who told Balestier area residents at Jalan Mamor, TWICE in the last month, that floods were once in a blue moon occurence and “there’s nothing wrong with the system” after residents marched to the town council and complained.
Their MP, Mr Heng Chee How, who is in INDONESIA FOR WORK, was UNAWARE of the flooding.

100mm of rain fell within 3 hours, causing floods

SINGAPORE: About 100 millimetres (mm) of rain fell between 8am and 11am on Wednesday, causing flash floods in some parts of Singapore.
National water agency, PUB, said the amount of rain recorded was approximately more than 60 per cent of the average monthly rainfall for June (average rainfall for June is 162mm).

Heavy rain causes flash floods in hotspots, leaves trail of damage & disruption

Why must PAP accept the Blame?? It is because of Singaporeans that there are so many floods. So many litterbugs. That day, i saw so many Singaporeans wearing that Corrective Work Order vest and picking up litter at East Coast.

I was telling my friend, that these Singaporean dogs are so useless that they can’t even pick up litter properly and looking at the number of Singaporeans doing their embrassing Punishment, it must be Singaporean dogs that keep on littering and causing floods if there is heavy rainful.

even my mother is angry now. have to repair car twice because car flooded yesterday again.first time once in 50 years she ok. yesterday again she almost fainted ,needs car tmr to go hospital visit.when doctor give her 5 types of medicine they need a pharmacologist to interpret the interaction of medicines to know the final outcome.when u are given 10 medication only god know the outcome. Firstly, the way I’ve observed, most of the littering were done by new immigrants (maybe like yourself). Just take a look at open spaces @ orchard, geylang, kallang & serangoon etc after weekend gatherings of these uncultivated groups. Check out the filth they left behind.
Secondly, most of the cleaners are PRs from slum filled countries. Their standard of cleanliness can be seen through their own homelands hence the half-assed jobs to rid the wastes.

The massive floods are also caused by the many construction sites brought about by the en block craze.

I think the Chinese newspaper reporter who was arrested did not obey Police orders to stop taking photographs.
I can understand from the Government’s perspective to prevent the press and media from publicising too much about the recent floods, which can tarnish Singapore’s reputation to the World.

Flash floods stain Singapore’s urban paradise reputation
Singaporeans were salvaging cars, soaked belongings and damaged goods on Sunday after a third flash flood in two months submerged low-lying areas of the city-state.
Shops and houses along posh Orchard Road were again hit by floods on Saturday after heavy rain overwhelmed the drainage system of the wealthy metropolis, which is often lauded for its excellent urban management.
The flooding took place just before parliament was to debate the issue on Monday following public clamour for explanations for earlier floods, which are normally associated with neighbouring capitals like Manila and Jakarta.
Residents in affected houses hauled out sodden furniture and opened windows and doors on Sunday after muddy water from overflowing canals receded.
“We never had floods like that,” said Peter Wong, 49, a long-time resident in a row of houses in eastern Singapore invaded by calf-high floodwaters on Saturday.
“Everything was gone, the carpets as you can see are damaged, the bottom of all the sofa seats are still soaking wet now, after 24 hours. We had to replace a new fridge, the fridge is totally damaged,” Mr Wong said.
“I’m trying to keep a cool head over this but it is frustrating. My life is disrupted,” added the hotelier, who failed to take out insurance against “acts of God” like floods.
The Straits Times said some restaurants lost live fish stored in tanks.
A major highway was also closed for two and a half hours, while motorists and commuters had to be rescued from stranded vehicles, but there were no reports of major injuries.
Saturday’s flash floods were the third since June 16.
Flash floods were a rare occurrence in Singapore until recently, with a climate expert interviewed by the Straits Times attributing the problem to regional weather phenomena such as Typhoon Conson and Indonesian squalls.
Critics had blasted the Public Utilities Board for not being prepared to handle the first two floods, while the department defending itself by saying abnormal weather conditions and clogged drains were to blame.
The flooding issue has become so serious that the Singapore parliament is scheduled to address the problem when it convenes on Monday amid forecasts of more rain.

My opinion? I have a nagging feeling that the Marina Barrage is somehow to blame… perhaps someone more knowledgeable about Singapore’s water drainage system can investigate more on this. I recall heavier rainy seasons in the past and although low-lying places such as Upper Thomson and parts of Bukit Timah did get flooded, Orchard Road and central area were unaffected.
If a connection can be established between Marina Barrage and the recent spate of floods in the central area, the homes and businesses at the low-lying central areas or basements are doomed. Buy more insurance and invest in a canoe and some lifejackets for emergency use.

This time the answer from GOV would be saying the entire Kallang river and Kallang basin was choked with debris which caused the flood. Next few days we will see workers cleaning up Kallang river and Kallang basin, install zigzap matels gates to prevent debris from choking that caused similar flood due to drain choked in Orchard Rd in June, all kinds of theory from PUB but all talks, none worked.
Cannot blame PM for saying flood cannot be prevented, however one thing for sure his Ministers are not telling him the truth on all the issues, be it PUB or MHF(WKS) were not giving him correct feedback which making him and Singapore looking like a fool, all behaving sneakily. On one hand we are telling the world to invest here, we have all the telents, including water and flood control, yet it just proven we cannot made it. PM has failed in making sure all his department are telling the public and himself the truth apart from all these cover ups.

WTF, you are right: ALL the affected areas drain into the Kallang River, which is being held back by the Marina Barrage. Even with all its floodgates open or pumps running, the hydraulic gradient is too shallow to drain the water off quickly. Add to that the presence of the dam itself and its support columns, and what you get is a situation where the water cannot drain away fast enough, causing severe flooding. But don’t ever expect the PUB to admit this: that is as good as admitting they caused the problem, especially the fool who gave the order for it to be constructed without a detailed environmental impact assessment study on how it would affect the country.
Let’s hope and pray for hundreds of yog competitors to get killed by the floods or that it results in the destruction of the Marina Bay Sands IR and the new Marina Waterfront so that the elites will lose everything as well as have foreign governments demanding explanations for the deaths of their youth. ONLY THEN will baldie lee hopelessly lost FINALLY address the problem, since he won’t as long as only local lesser-mortals are affected.

The crux of the flood is ” we change the course of nature, we changes everything”
The Marina Barrage had directly increase underground water-table.
Where previously, before the Barrage was installed, the underground water-table increase/decrease with the tide.
Now with the barrage in-placed, the ground water-table had remain constantly high, as they are meant to contain more surface run-off water.
Marina Bay reservior/catchment is fed with water from Kallang River and Singapore River and their tributories. The ground water-table along these area are increased, thus we reduces gap between surface and the water-table.
And with more buildings being build, along these tributorirs, the surface run-off increases rather than goes directly into ground.
This occurrence will remains so long as we change the course of nature.
Whether the changes in the depth/width or the course of drainage will help, that is something we have to ponder on again.
Till then, we are back to the ‘70.

The last major review of drainage was in the 70s, none since then.
There has been plenty of urbanisation i.e. buildings, HDB upgrading and well intentioned efforts to cover drainage for safety … but no one wanted to anticipate the problems today. There could have been practices whereby the subsoil has been affected during project works; this would have affected how water is drained way.
On top of that, Punggol 21 is in high demand for reasons such as the waterway or is it waterfront??? In countries like Japan, incidents had happened where by methane gas were produced or generated from below the ground.

Actually, all the flooding were intentional.
It is part of the FT INTEGRATION program to make the banglas feel at home.

the other day i fetch two rich indonesians tai tai to the hermes store at liat towers. over heard one said, tks to the flood the handbag which was $35000 is now going for only $10000. better grab it other wise have to wait another 50 years before the next flood. i told her don’t worry there’ll be more such sales in december when the monsoon season starts and both of them laugh until they reach hermes and also gave me a fat tip.
