Massive outcry over Thaipusam’s noise curbs
Guidelines made public last Friday that restrict devotees to singing – no music or drums to be played – have drawn varied reactions.
The Hindu Endowments Board (HEB), which announced the guidelines, said it has received a “handful” of queries from devotees seeking clarification.
A Facebook page, Bring The Thaipusam Beat Back, was set up by a devotee on Monday – and more than 40 people had pledged support.
Prominent socio-political blog Temasek Review saw hundreds of comments within days condeming the new guidelines.
Prominent lawyer Mr Ravi has also filed a Summons against the AGC and HEB claiming that the rights of minorities have been violated with this new guidelines. He will be holding a press conference at 11am in his office tomorrow.
Thaipusam is an annual occasion where Hindus give thanks to Lord Murugan for his blessings. Devotees carry milk pots or kavadis – metal or wooden structures fixed to the body – to express devotion to the deity.
Census figures indicate that Hindus make up about 5 per cent of the overall resident population – or about 250,000 people.
The 4km event, which can take as long as five hours, starts from Sri Srinivasa Perumal Temple in Serangoon Road and ends at Sri Thendayuthapani Temple in Tank Road.
The rules, which the HEB said mirrored police guidelines with regard to public order, appeared to bear stricter control over common practices during the procession. One was the barring of music and playing of instruments. Now, only religious hymns may be sung. Other rules include no wearing of make-up on the faces of devotees and allowing only small objects to be hung from their bodies.
The HEB said these guidelines were set by the police and were not new, even if it was the first time they were compiled and made public.
HEB chairman S. Rajendran said the move was calculated to reduce noise and unruly behaviour, both of which have been on the rise. Twenty years ago, the walk was attended by about 10,000 people – including both participants and spectators. Last year, that figure was 50,000, he said.
‘To conduct the procession, we close roads, we re-direct traffic – both of which are an inconvenience to others. We are fortunate to be given this privilege to hold a procession; we must do what we can to ensure it is conducted in an orderly manner,’ he said.
Other heads of Hindu temples said the guidelines had become necessary. Mr Narainasamy Ellatan, chairman of Holy Tree Sri Balasubramaniar Temple, said he had noticed more people dressing inappropriately and playing non-religious music in recent years.
Mr Rajendran said those in breach of the rules will be counselled by volunteers, and action will be taken only if they remain uncooperative.

It doesnt matter who the background of the HEB members. Whats more important is that they were appointed by the Government.

There were some restrictions few years ago. Many felt is was reasonablethen to prevent rowdiness. Now, even more restrictions !!Finally, in time to come – Thaipusam will be banned in uniquely Singapore. The efficiency to crowd control should be look into and enhanced instead of imposing unreasonable restrictions special for this event. It matters in a sense that if some of these guys are really Hindi Indian FTs, there could be a far sinister reason behind the change in rulings. In India, Thaipusam is officially banned by the New Delhi Govt. Thaipusam originated from Tamil Nadu. It is a festival closely associated with the Tamils and apparently, the Northern Indians don’t like it.

Thaipusam festival has been us, the pure Singaporeans for many years since I was young, and we are part of it regardless of the races, religious and creeds. This is not the first time that our hindu devotees are enjoying their drums, songs,music and dance as it has been with us for many years.

The significance of this law suit is not the outcome which is so very very predictable.
By putting the case before the court, the whole process of formulating the lies and wayangs will be open to public scrutiny and it would be very interesting to note the twists and turns cooked by the PAP just to justify their “expected verdict”.

I am not an Indian or Hindu and have no issues with Thaipusam and the festivities. As a young boy, I lived along the route and actually enjoyed watching the procession. I admire their devotion. I have also wondered why this has been watered down over the years? The argument for loudness and closure of roads is weak at best. Even if you say there are rowdy people, why cant the Police do some work for a change? So let the people who complain identify themselves. Or is this just a smoke screen? Some commentators are right- do we ban other religious festivities? F1 event is over 4 days and serves lots of alcohol. Don’t tell me there were no drunks! Loud music and crowds ? Worst of all there are many who are supporters of different teams. Police not afraid they might clash if one of e rival cars cause their rival cars out of e race? Ridiculous? Well it can happen! So why don’t you ban everything then!

The HEB might be trying to kill off the temples main funding, which is through Thaipusam. Then eventually they can take control of this temple.

Dr. Lingle is an economist & a Senior Fellow in the European Studies Program at NUS from Sept ‘93 to Nov ‘94. Lawyer Ravi and all those who subscribe to the view that it is against “freedom of worship” are not only misled but are also have less than fragmentary knowledge of the Hindu religion.
Unless they are Hindus—Hindus who practise the religion that is—they would not know the import and importance of the restrictions.

Assuming some of the bollywood stars decide to stay for a couple of extra days in sg, the sg authorities might feel embarassed to expose these visiting bollywood superstars to the noise, din and colour of the Thaipusam festivities ???
This, for the sake of attracting something which might bring in $$$$ but is essentially not part of real Singapore history ??
As what some commentors have noted (most likely new hindi speaking sg citizens), that Thaipusam to them is ‘backward’ and an ‘embarrassment’ ??? Shameful of these people don’t you think ?

Dear PAP the Best,
If you really believe that nepotism is good for us why don’t you approach the PAP and ask them to put such believe into their manifesto?
My guess is that you will be chased out like a loser because although PAP practices nepotism extensively they know it is not acceptable in anywhere. They will try to fool you into believing that those cronies are there on merit and I guess that’s why you are still exhaustingly shouting out here defending those who denied openly that nepotism is harmful but ignoring those ill consequences practicing it.

It is not only important whether the members of HEB are Singaporeans but are they Tamilans. Non Tamilans are the ones likely to create discord in everything that is celebrated or practiced by Tamilans. A classic example, Tamils Representative Council, (TRC) board members wanted to change their name to Indian Representative Council, (IRC). The solution is to change all non-tamilan board members to a tamilan and ensure they are not the YES man
