Adding insult to injury for Woodlands residents in contaminated water tank case
The residents living in Woodlands Block 686B who had drunk contaminated water from a maid’s dead body due to the incompetence of the PAP Town Council will only be offered $10 as a ‘compensation’.
Despite a petition by some 80 residents demanding that the management of Sembawang Town Council stepped down, they have offered only a half-baked apology. To add salt to their wounds, the residents are given only a $10 rebate off their next utility bill.
According to residents who attended a dialogue session with PUB and the Town Council last Saturday, security around the rooftop water tanks is very lax with foreign workers spotting going into the room at the rooftop together with women. They suspect that the workers bathed in the tanks and may even washed there after having sex with the women.
While the PAP MPs in Sembawang GRC continue to ‘wayang’ and refuse to take the Town Council management to task, the Singapore Democratic Party has issued a press starement calling on the Town Council to be accountable for the shocking lapse:
“It is unfortunate that security measures for water tanks in the Sembawang Town Council are so lax. How is it that workers are allowed such easy access to an installation as vital as our water supply? Is this the standard practice for all Town Councils across the country? On behalf of the residents of the Sembawang GRC, the SDP wants accountability from the Town Council. Who is responsible for such a breach? What actions are taken to hold the officers accountable?”
Going by the PAP’s usual ‘practice’, heads are unlikely to roll and business will continue as usual after some whitewashing by the state media to make the PAP look good.
As for the affected residents, they will either have to relocate or continue drinking ‘clean’ water from the ‘washed’ water tank as tested and certified by their PAP MP Vikram Nair.

Compensation using money, at any amount is only acceptable by few people. The present and the 2 past PM are eg. Say anything about them which is degrading is ok, just pay them when they sue you.
The issue here is not about compensation. A woman is dead, a suspect is arrested. Both happens to be foreign talents. A security issue as to why access to the water tank was compromised is at task.

The right thing for TC and PAP to do is to let those affected household to change to another unit in other location plus compensation for shifting. This should be done as soon as possible. Then all the water pipes will have to be change and the affected tank will have to be close permanently.

It should not be just monetary compensation. Probably a full free of charge medical check up and actions that have been taken to ensure that there are no repetition and security lapses in the future. I live in another pap controlled GRC and for years, I have been telling the town council staff that I often see all sorts of “workers” going up to the roof top at all times of the day and even at night, I can hear the sound of footsteps on top. It was realy worrying, so I called the TC. I suggested that only the TC should have the keys to the rooftop and not the contractors who then duplicate keys for the subcontractors, so you end up with all sorts of people having access to the rooftop. but the reply was typical pap standard :”this is the way things are done”.
This is how a typical pap TC works – they don’t listen to good advice. Now, this body in the tank is a wakeup call, an incident waiting to happen.
If the TC had acted responsibly and professionally with the resdients’ welfare & saftety in mind, the woodlands sham wouldn’t have happened.
For the people of the woodlands block, my sympathies go to you. I have tried my best to warn the TCs about this issue but it all fell on deaf ears. At least I did my part.

Singaporeans were informed many hours after Mas Selamat escaped from the prison.
Woodlands Block 686A residents were only informed at about 5 pm when the town council already knew the murder case at about 10 am. They just never learnt. What an insult to to give $10 rebate! Is this the way the town coincil handle situation like this?

Some time ago, my block was vandalised by several loansharks, including splashing paint at letter boxes. I emailed this chap and requested that TC instal just ONE cctv camera at the lobby as this would help to deter some illegal acts.

“We thank you for bringing the matter to our attention and your comments on the CCTV cameras. Kindly allow us to further explain on the installation and running of a CCTV system. To enable a proper functioning of a CCTV system, we need to have a complete set of DVR and other accessories including cabling, in addition to CCTV cameras as mentioned in your email. Based on the tender results of the CCTV system in our pilot project and our computation of Service and conservancy charges ( S & C charges) collected from residents at your block, the costs of installing a set of CCTV system to monitor the lift lobbies at your blk is equivalent to 10 % of the total one-year S & C charges ( operating fund ) payable by the 60 households staying at your blk. This is excluding maintenance and future replacement costs. The DVR supplier has informed us that the life span of such equipment which runs 24- hour a day is about 2 to 3 years. This is confirmed by the many DVRs we purchased during the pilot project which became defective after two years of installation. We therefore seek your kind understanding that we need to be prudent in making such decision due to the high costs involved which will ultimately affect the S & C charges payable by residents.”
And guess what? Khaw’s ward has several blocks covered by CCTVs. Just cos my MP is NOT Khaw, and we are denied CCTV.

Pity the residents living in that block, not just that they had suffered fear of drinking contaminated water, their property price would probably drop. All because of the Town Council’s lax in security. The Town council should compensate their lost.
I believe this incompetency don’t just happened in Woodland, I was staying at the highest floor in one of the clementi flat few years back, the access to the roof top was most of the time left unlock. When you call the town council, they will come and lock it but after a few days, it was left unlock again.
Security is important, which the gahmen always say, we must not let our guards down. So what happened to the security of those residents living in HDB? Are their lives not important? What if the terrorist come to do a mass killing by poisoning the water?
I believe there should be an inquiry setup to investigate and punish those who are irresponsible, that will help to ensure the rest of the Town Council pulling up their socks.

Sue the town council and manager. All the water pipes must be changed from the water tank to every home for block 686B Woodlands at the cost of the town council. If you were to cut open the water pipes, you will find all the mud stuck in there especially in pipe joints like the elbow and tee socket. The blood stain will be caught in the mud and will remain in the pipes for many years. This would be very unhygienic and may pose a threat to the health of the residents.

The residents shoul SUE the Town Council for the following reasons:1)for Negligence and failure in their duty. So often these civil servants have civil servants attitude, think that they have an ‘iron’ bowl, the sit back in their work, did not do checks- u see these people wash their hands at 4.50pm and them go home on the dot at 5pm. 2)Failure to discipline the foreign workers.
3)The Town council collect so much money from you and did not ensure delivery of basic service like clean water, not to mention water u paid for the water 4) Town Council is VERY RICH.It will be foolish not to claim money from them. 5) Psychological damage. Each time you drink water for rest of your life you will remember this .6) Why they informed the residents so late? there were hours of lapse befor they inform residents. This is crazy! nThe resale price will surely drop. Nobody wants to stay there until they change the tanks.
All the Mps should resign, so that we can have a by-election. Surely this is the fault of the Mps who were only to busy celebrating their victory and neglecting their duties.
A Review committe should be conveyed and a finding should be made public.
There was a possibilty of hundreds of people dying from this incident. This just not a police case, this not just a mischief act. It could have been a new way to really kill Singaporean by throwing a dead body into water tanks, knowing very well how we trust drinking water here. At one time WKS ridicule Singaporeans for not reporting a bag left unattended in a test case, but this case they are making seems like noting. THis crazy man.

This is my first post on this Water Tank saga.
For those who are concerned, yes, you may post your comments but, isnt it best leave it to residents of Blk 686B to handle the situation themselvs ? (Plse: Bosses wld not like you wasting your time in posting and posting non-stop).
This is the testing time for Woondlands Blk 686B and its next blocks neighbours to show their “Supportiveness” in this saga,
Can they help each other in this trying time by:
extend hleping hands to those who have babies and needed clean and hot water to make milk formula, offer them hot flask of water every day,or help families who have difficulties in walking down and those elderly to get clean water by bringing water to them to their door step??
Brooding over on the condeminated water will not help instantly. so, see what you can help one another, within the same negihbourhood.
If all the the other blocks of residents all come forward, those affected can have clean water for daily consumption until the water tank is changed or problem resolved.

I believe they just need some closure and assurance that such things wun happen. And the relevant authorities will come out and do the right things.
In this case, we are seeing something that is happening in civil/pubic service since a long time.
Finger pointing and Covering backsides.
Red tapes and Lots of report writing in certain font size and paragraphing.Submitting report findings to higher management, decide, meeting, reject report findings blah blah blah.
Although solutions are easy, replaced water tanks, pipes, apology letters and free health screening for the next 6 months at anytime and place. Move on and learn from mistake. Get the funding from the government, We Singaporeans do not mind because your indecision is making affected residents to suffer.

What about the property price? Those residents spend 30 years to buy their flats and now for sure no one will want to buy their flats. Not only those in 686B, those block around there will also be affected. They should have requested for free upgrading from their MP.

Not sure anyone notice what was shown on the news on them testing the tank’s water, although trivial matters.
1. The engineer weared gloves before climbing up the tank, unlock the lock and open the cover to access the water tank. My question, why the gloves? So as not to contaminate the water? If I am not wrong, dust accumulated at the ladder and all over the tank cover, wouldn’t that stick onto the gloves and soiled it? What is the point of wearing it, then?
2. Those engineers climbing up the tank, where was the safety harness. Don’t they practice what they preach…. safety?
On a personal note. Will they be replacing the tank of the same design built with similar type of materials? Or are they replacing with a cheaper option, like those squared water tanks of old. Hope it is not the cheaper option. The MP should be one who ensure that the people there don’t get a disadvantage deal.
