Yeo Guat Kwang – PAP MP with 64 other jobs

Amidst the ongoing discussion about political salaries, it is worth noting the following “Rules of Prudence” letter which PM Lee has sent to all PAP MPs.

It is a hilarious tongue-in-cheek posting and one of his best ever. It is specially dedicated to Tin Pei Ling in case she finds it hard to understand what PM Lee is saying.

The “Rules of Prudence” contradicts the following statement made by Mr Gerald Ee, Chairman of the committee to review political salaries.

Past commanders-in-chief like Bill Clinton can make lots of money even after they leave office, which is something that home-grown office holders do not do.

As can be seen, PAP MPs also have the opportunity to make lots of money. This is via company directorships which they are appointed to. These company directorships could be from government linked companies or private companies who would like a PAP MP to be on their board. Also other than company directorships, PAP MP’s may also serve as advisors or hold key positions in unions, government related organisations etc.

The “Rules of Prudence” have no limit to the number of positions that a PAP MP may hold. Two PAP MPs who previously became household names for the number of directorships they held are:

Wang Kai Yuen 11 directorships.
John Chen 8 directorships.

When asked why he had so many directorships, Mr John Chen famously said

Do you want me to work for free?

Somehow the word EXCESSIVE seems grossly inadequate to describe what Mr Yeo is doing. Given that he is PM Lee’s team mate in Ang Mo Kio GRC, I would assume PM Lee knows about this and approves of Mr Yeo’s 64 other jobs. I would also assume that having 64 other jobs is consistent with the “Rules of Prudence” issued by PM Lee.

Previously I had estimated what political salaries should be if we benchmark against the leaders of top economies who are known not to be corrupt. For PM Lee, the amount is US$257,000 to  US$ 308,000. An Anon reader of my blog had asked if I had taken into account the money that PAP MPs earn from company directorships and other positions. I replied that I did not. This is because if we did, we might get a NEGATIVE number on the amount that Singapore taxpayers should be paying them.

    This is mind boggling, obscene and out-of-this world! Looking at the titles most of them are name-sake and more of a wayang then responsibilities! I’m sure Mr Yeo “need not” attend all the meetings like many MPs does not attend every Parliamentary sessions as you can see many empty chairs during the news bulletin.

    Needless to say this is typical of PAP MPs who are part-timers and we Singaporeans just take it as normal! On the other hand we expect the opposition MPs to work their heart out and to speak in every sitting whilst the PAP MPs making money elsewhere!

    This must change! Mr Yeo should tender his resignation and have his name removed from 60 of the present list!

    As far as I am concern PAP is alway PAP and they do not have REAL MPs that will serve the people. REAL MPs are like oppositions who serve the people as a calling.
    Mr Kwan wants to built more HDB Flats but for whom, the PRs or the citizens. If he wants to stabilize the prices then he just need to stop PRs from buying HDB flats and everything will be ok.
    At the rate PAP is going I predict 2016 will be their doomsday.

    Yes John Chen was lucky then because Internet was at its fancy and its full potential was not realised. If he dares to make this kind of remark now, I am 100% sure PM Lee will definitely ask him to withdraw it and apologize as what he has recently done it to Dr Lim Wee Keak for making irresponsible remarks to derail his initiative for reform.

    John remark also confirms high pay would only attract wrong people into politics : they join politics not because of a calling but rather for money.

    So the question to Mr Yeo is how he manages to find time to serve residents as he promised before the election ?

    This guy, Yeo Guat Kwang, is really lucky. If he were to stay put in the Aljunied GRC, he would have lost his MP post and perhaps all, if not some, of the 64 jobs. Due to the gerrymandering of the Hougang previously in the Aljunied Hougang GRC, he was moved to Ang Mo Kio GRC by PM Lee.

    He should thank his lucky stars that he could have been booted out from Aljunied GRC had he stay put.

    Some of his 64 jobs contradict each other, for example, he is the President of Consumers Association (CASE) and Adviser of Merchants Association in the events of disputes between consumer member and a shop of the Merchants Association. There is a conflict of interests. Wonder how he resolves the dispute.

    This is a by-product of the sleazy, moneyed culture that was introduced into the PAP in the mid 90s, under the pretext that only by offering high pay can the PAP retain talent. However, such financial inducements didn’t produced better ministers nor better policies. Instead, we have a whole cabal of venal mercenaries. John Chen and this Yeo chap have exploited the system to the hilt, leveraging their MP positions to secure all these board seats. Andy Lim, ex Minister Lim Hwee Hua’s husband is another notorious sleezeball who milked his wife’s ministerial position for various benefits. And there are many others.

    Let’s face it. The decay is pervasive and is corrosive. The root cause is the weak and ineffectual leadership at the top.

    If you are an interviewer, imagine if one of your job candidates tells you that he can only work part-time because it is impossible to work full-time as he has 8 other part-time jobs as a director of public-listed companies.     I was an auditor and audited AMK Town Councilin 1998. Then, LHL nominal allowance was $800 per month for being the Town Council chairman. If we go along this assumption that each organisation pay Yeo $800 each month, his total collections would be $51,200 each month for attending a few meetings.     The devil is in the details. As you can see, most of the 64 positions are as Member, Advisors, President, Chairman, Independent Director roles. They are not executive positions ie. on a day-to-day basis. I personally don’t have a problem with that. It is normal for business groups to have interests in politics to represent their views re: tax changes, manpower laws, environmental laws, etc.

    It’s appropriate that PM himself clarifies Yeo’s superman involvement in 64 different capacities as Advisor, Member, President, Chairman, Independent Director, etc., and whether he was/is aware of all this, and what course of action, if any, that he intends to take. This is extreme nonsense that any sensible PM wld hv no hesitation to put a full stop to. PM LHL shd take Yeo to task on his numerous hats if he (PM) is worth his salt and not of the same feather. In particular, Yeo shd be asked to publicly declare his total remuneration from all his 64 positions (MP post not counted!). The CPIB and other relevant agencies shd also look into his case to see if there are irregularities/malpractices – not just conflicts of interest – connected with his multifarious appointments for transparency.

    Iswaran was born in Madras, India. He started his career in the civil service and went on to become a Managing Director at Temasek Holdings. We netizens don’t like to speculate too , now just ask all ministers and MPs to declare their net income and we can make judgement whether there is conflict of interests.     If these companies meet just ONCE a month for the board meetings, the director will have to dash from pillar to post just to attend each meeting….no wonder these MPs have no time to think of their constituents …and often arrive LATE or miss functions altogether. And still make tons of money too! That may explain their arrogance when they have to deal with the non-financial aspects of constituency work. No money, no talk.No action too.

    Having read and really see the list of appointments, one wonders if Mr. Yeo is just lending his name as MP – PAP and get paid. Even a “superman” cannot possibly doing all the works he has been appointed to. I also believe, he is not the ONLY ONE of PAP MP, there are many others, many many others if one care to dig further.

    Just cannot believe we need our PM to write out a beautifully crafted “Rules of Prudence” which if you analyse deep, means nothing because there are no consequence if any one of them are in breach. In fact, if you look at the Rules, the moment it is published, at least 90% of PAP MPs had breached one or more of the Rules which in reality, cannot possibly be complied with and there will be no possibility that PAP or the government will ever have a chance to enforce this, because it is not Law, its only a set of Rules written by the PM. There will be no effect and no legal consequence.

    Why not just simply ban MP from accepting appointment as director of companies because there bound to be conflicts with their public office as MP. Can’t the PAP get this simple logic at all ?

    I read with interest the article “Yeo Guat Kwang – PAP MP with 64 other jobs” published on your website.

    I would like to clarify the points made in this article, which I feel do not fairly reflect my current duties as a Member of Parliament and have been taken out of context.

    I have three main duties; As the Director for Quality Work-life and All Nationalities at NTUC which champions Workplace Health and Workers’ Safety and Fair Treatment for all workers including migrant workers, as a Member of Parliament for Ang Mo Kio GRC; and an honorary duty as the Elected President for Consumers Association of Singapore (CASE).

    My other affiliations listed on both the Parliament website and your article are memberships and advisory roles. I wish to clarify that apart from my job as NTUC director and as Independent Director to the few companies stated. I do not receive remuneration for these other roles.

    I see these roles as affiliations which help me to improve my understanding of the ground, in the context of my duties as either an MP, CASE President or NTUC Director. These are platforms that help me to reach out to and serve people from all walks of lives.

    For instance, it is part of my MP duties to sit on two GPCs; As a labour MP, I am supposed to play an advisory role to several unions, and this in turn give me opportunities to be with the workers at the ground. Same as these, as part of my duties as CASE president, I was invited to advisory position of the respective trade associations. I undertake these duties pro-bono.

    I also participate actively in what may seem like many committee memberships. These may be standing or ad-hoc committees that were convened for specific purposes. Some of these committees have since adjourned because the project is completed.

    For my advisory positions in VWOs, I was invited to sit on their board in my personal capacity and I undertake these meaningful roles on a pro bono basis too. In this capacity, I have helped these VWOs raise funds and grow. I see this as an important way for me to further strengthen my role in serving the community and Singaporean.

    I wish to emphasise that the many roles listed in the article should not be taken out of context. They represent my affiliations and networks and are episodic in nature. I am fully committed to my duties as an MP, as a union leader and as a consumer advocate. I believe that these affiliations and networks should be seen as my attempts to connect with the many good people and organisations that have and are doing their part to better the lives of Singaporeans. I think of it as a large network of family and friends, with whom I have connections with and with whom we share mutual resources, advice and support.

    ID of listed companies gets directors’ fee annually. The type of listed companies that he sits in as ID typically allocate $100K for directors’ fee.
    For e.g. Koyo Int has $108K as directors’ fee for 2011; there are 4 ID in Koyo’s board,so he probably gets $25K annually.

    Sometime ago, there was discussion on how many directorships an ID should hold but that’s another matter. There are people with more than 10 directorships.

    Not sure with a language teacher background, how Mr Yeo can value-add to his mostly technology/industrial portfolio of companies. But that is up to the shareholders of those companies to decide.

    I guess being an incumbent or ex MP does give them an edge in directorship. As companies like to have someone with standing in the board to help in investor confidence in the company.

    Obviously these are not jobs, as such, but establishments that hope to be able to benefit from their connections to this MP. If and often they do then that becomes corruption of sorts.There is definitely an axe to grind, if not, why would anyone want to be associated with allll these establishments, makes no sense otherwise. One way or the other give and take must follow otherwise why the appointment. Maybe the appointment in itself,if not related to the persons job, is a corrupt act of acceptance with so many strings attached.

    We hope all such appointments for all the MINISTERS and MPs can be researched and made public soon.

    For example TPL should resign as an MP as she was not directly voted as such and go back to whatever she was doing before. She sure has a rather thick skin, after so much resentment shown to PAP and herself.What are the inner thoughts of those that shake her hand???? Obviously she has no conscience.

    On what ground should we give MPs a full month salary job when they only attend like 4 x2-hour “Meet-the-Residents” session each month, which adds up to like 8hours??? That means their rate is S$1875/hr!!! Of course, some may say that they are doing a lot backgroud works after those “Meet-the-Residents” sessions, but please, it’s those grassroot leaders that are doing the job, not the MP!! When residents lodge a complain/seeking for help to their MP, what the MP do is pass these jobs to the grassroot leaders and when the job is done, they’ll take the credit, give speechs(which is prepared by grassroot leaders also) So why still pay them so much and allow them to take up other appointments? s$15,000/mth is already a very high source of income compared to many many many many Singaporeans. The MPs should fully commit to serve the residents if they chose this job in the first place!!!

Many indivuals,schools,companies,organisations,associations will start to offer titles of all sorts.President, chairman ,director, advisors,member etc, etc. All they want is to try to gain some benefit from the connection to the person. Sadly this is the reality of today’s society. But 64 titles is really too much for one to handle! And this is called BOOTLICKING or BALLS-CARRYING to be exact!!
