Grassroot advisor can replace a Member of Parliament?

Halimah Yacob resigned from her seat of Marsiling and as the 7th Speaker of Parliament.

Thanks to a question raised by WP MP Pritam Singh in Parliament, we now know that the Prime Minister will not call for a by-election in Marsiling-Yew Tee GRC.

This is very worrying on two fronts.

Firstly, this 4-member GRC is, by law, one of the GRCs reserved for Malay minority candidates presumably because of its higher Malay population. With Halimah’s departure, the GRC will have no minority MPs at all. Many of us may not agree with the mechanics or even the basis of the GRC system and may wish to see it reformed. Nonetheless, not calling for a by-election to reinstate a minority Member would speak volumes about the PAP’s commitment to playing by its own rules in its own game that is the much-vaunted GRC system.

Secondly, the PM’s intention to appoint a Grassroots Advisor in Marsiling ward, instead of calling for a by-election, raises very unsettling questions about how the Government recognises the legitimacy and authority of elected MPs. Does this mean that Government agencies will now accord Grassroots Advisors with as much recognition as elected MPs when residents attend Meet-the-People Sessions seeking help? Does this mean that these unelected Grassroots Advisors can take on other roles that presumably only MPs can undertake?

If the answer to these questions is no, then without a by-election, Marsiling-Yew Tee residents are being short-changed. If the answer is yes, it would be even worse, for this would be an admission that the Government can appoint a PAP member to be the Grassroots Advisor for Marsiling with inordinate power and authority, without a single vote having been cast for that person by Singaporeans living there. This would be unsurprising given that PAP candidates who lose in Opposition wards are immediately appointed as the Grassroots Advisors for these wards after each General Election.

Unsurprising, but inherently unfair to voters.

Given that we are less than half-way through the term of the present Parliament, not calling for a by-election in Marsiling-Yew Tee GRC would be an affront to parliamentary democracy in Singapore, and would be a strong indication of the PAP’s inability to honour its own supposed status of being a champion of minority representation.

Instead, we are faced with a reserved Presidential Election which harms our social fabric more than it purports to help it, because it may just entrench the idea in people’s minds that minorities are unelectable by way of their own merits alone. How does this advance our progress as a nation?

    The no by-election tactic employed by the PAP government goes against the spirit and undermines the principles of a GRC. This is especially so in the case of Marsiling-Yew Tee GRC. The residents voted for Halimah Yacob who gives in to her greed and heartlessly betrays her supporters to aspire for the post of EP. Zaqi became Advisor in her place. Nobody voted for him as the minority candidate for Marsiling-Yew Tee GRC. The dictatorial PAP government shafts him down the voters’ throats and showed scant respect for them. It is highly justified for Dr Chee to move mountains to compel the PAP government to call for a by-election.

    I supposed there will not be any general election comes 2020, PAP can just appoint grassroot leader to each constituency will do. We can just election 10 to 12 MPs as Ministers and the rest can be appointed.

    It could be a very good idea too. Instead of paying $16K for a MP, taxpayers can save some money, paying maybe $3K to each grassroot leader.

    @Yudhishthra Nathan, don’t say unfair to voters lah! Voters of this GRC voted for this, you remember. They voted PAP, these people already knew from past experience in Tanjong Pagar also no by-election. PAP can do whatever they want.

    P.A.P one-party government arrogance :
    1) Appointment of personal lawyer as Attorney-General is not conflict of interests nor abuse of power.
    2) P.A.P appointment of Party-loyalist as Deputy Attorney-General is not conflict of interests nor abuse of power.
    3) P.A.P. grassroots leaders “stepping over” and overriding the lawfully appointed alternative MPs is not abuse of power.
    4) Appointments of its’ party staunch loyalists to majority of top positions of tax funded enterprises and institutions (many without relevant experience of same scale and at the same time, excluding the top talents of the industries) is not conflict of interests.

    Looking at the demography of Marsiling-Yew Tee GRC, there is at least 40% new citizens, mainly Malaysian, PRC and Pinoys. These new citizens will certainly vote for the PAP out of gratitude. It doesn’t bother them if SG becoming messy or not! To them the messier the better!

    20% true blue are workers in factories at Tuas, Jurong and Woodland areas. These are simple minded people who are apolitical, totally zombies. Their only interest is work, OT and sit around kopi tiam. Some are unemployed or driving taxi, blaming “what can the Opposition do”.

    So if a by-election is called, PAP is very likely to win. Take the example of Bukit Batok with almost the same demography.

    The by-election is only to make it official for the Grassroot advisor to be MP.

    Fair or unfair to the residents? It doesn’t make any different to them.

    Have they been fair and gentlemanly when they changed the electoral boundaries after every GE to tilt the results in their favor in next GE, and will not announce the changes until the very last minute so as to keep the oppositions off-guard as to how or where the changes will be so that they will not have enough time to prepare for the election campaigns?

    Have they been fair and gentlemanly when they doctored and distort the videos to give a false and unfavorable image of the opposition candidates and a false and favorable image to the PAP candidates?

    There is no end to the list of unfair practices when you ask the question ‘have they been fair or gentlemanly?’

    Remember how goondu Loong was pressured to hold one when Palmer’s affair was revealed? Do you remember how much noise was made over that BE?

    Do the same for this one. If PAP doesn’t hold one to elect a new MP then they can jolly well say that there is no more need for any GE ever since they would definitely say they have done a great job.

    This is the PAP who twists words around and changes whatever they like. I thought a 2 headed snake was bad but not only is PAP a 2 headed snake they are also lower than a snake as well.

    What representing the different racial mixes. It is simply hot air. Anyone can do the job so long as they are PAP members. Monkeys from the zoo would qualify very well.

    There is no need to be discreet about such moves, do it openly and “in your face.” What can you do? Moan and complain only.

    People to tally up the different PAP activities during the Parliamentary term, and remember them and publicise them when the election comes along.

    Actually, a by-election would benefit PAP for the next GE. It would be a very useful indicator of support for PAP. GE2015 was a “fluke”. PAP benefited from the “LKY effect”. Many Singaporeans voted for PAP to “thank” LKY after his death. Even the PAP was expecting a fall in support during GE2015 as evidenced by its “tweaks” – creating more SMCs for damage limitation. The result of the last GE is useless, misleading to further “tweak” GRCs/SMCs for the next GE.

    The world highest number of Contempt of Court charges brought before Singapore Courts have indeed heightened the sensitivity, enhance public awareness of their significance and importance and raised the alertness of most Singaporeans.

    Aren’t the Appeal Court Judges still deliberating on their verdict on whether late President Wee KW was the last President nominated by LKY and his men or the first President elected by the Citizens of Singapore according to the Electoral Process defined in the Constitution? If this is true, isn’t the public announcement by Ms Halimah Yacoob to stand for the Reserved Elected President Election (REPE) mean that either she knew what the Appeal Court verdict will be or she is suggesting what and how should the Appeal Court Judges decide? Either way doesn’t this show disrespect of the Court or Contempt of Court? If this is then it is really very serious given the position of Ms Halimah Yacoob in the Parliament which implies that she should be examplary to Singaporeans of the importance of according untainted respect for the bench and the Judiciary.

    However the AGC and other branches of the Judiciary remaim passive and silent. It would be educational and lessens the anxiety of Singaporeans in their heightened alertness to help protect the integrity and image of the judiciary and our judges from any cnontempt and disrespect if the AGC would give their reasons and rationale for their passivity and silence?

    A by-election is required in the marshaling-yew tee constituency! This is all the more so because the minority mp chooses to resign from her job. She did not die in office and as such there is no reason not to call for a by-election.

    The election laws would be breached under the group representative constituency if the position is not filled by a by-election. Try putting in an application without a minority candidate in á GRC ward and your applicátion will be thrown out by the Erections dept of pmo!

    In law-abiding Singapore, it is thus necessary to comply with the Rule of Law just like The Hague arbitration on the South China Sea.

    Not holding a by-election would mean that the minority citizens of marshaling-yew tee are not served from now till 2020! The law of Singapore is also broken!

    It is only right that residents of marshiling-yew tee make a police report or a magistrate’s complaint if no by-election is declared!
