PAP’s screwed up population ‘planning’ may lead to a complete MRT standstill

To better understand how our MRT system will continue to be increasingly unreliable, we need to understand the cause: it was designed for a much lower population.

Worse, expansion of the main lines was not factored in during construction.

Both Lau Goh and Lee Hsien Loong brushed aside URA’s plans when they increased the population at an insane pace. When Lau Goh increased the population to 4 million in 2000 – 32 years ahead of URA’s plan in 1991 – did the government increase infrastructure to cater for a 4-million population within the same period?

That the projected population in 2031 has been exceeded since 17 years ago suggests our MRT system has been under constant stress for more than a decade. This was further exacerbated by the employment of a retail SMRT CEO aunty who had somehow thought that maintenance was optional.

When we scrutinize PAP’s changing population projections, we know for a fact that PAP’s ‘planning’ did not take into account the limits of our MRT system at all.

As such, MRT reliability will continue to go downhill. This is no accident but solely due to the screwed up population ‘planning’ by PAP government.

    You don’t need to be Einstein to know that the population boom was not planned. It happened because they wanted to take advantage of growth opportunities. Consequently, this caused MRT, Hospitals and other social services to take unexpected beating.

    Now, they inject capital to increase capacities of MRT, hospitals and other social services. My prediction is that job opportunities will become fewer and foreigners (PRs and new citizens included) will pack up and go elsewhere for greener pastures. They have no loyalty to Singapore. They will not hesitate to leave.

    Than what? You will have overcapacity. MRT will be under utilised, hospital beds will not be filled, public servants will be catching flies and indirect taxes will be slipped subtlely to finance over capitalization.

    When you serve mammon, you lose your souls both for the winners and losers.

    I see that my MRT-borne colleagues had been getting to work on time for the last 3 months. And those loud mouth never say MRT breakdown.

    This show that the MRT had been good and adequate to support the current population.

    of comfort and togetherness, have all been adversely affected.
    Soon, it will be water and food too… There won’t be enough!

    Overpopulation problem is hard to be resolve by the new gov in future, only PAP can resolve this if they want to. As for other problems, they themselves can fix if they want to. Public transport system in future hopefully can be fix, but overcrowding issue of the public transport will never be able be fix with upcoming 10mills population…

    The genesis of PAP’s poor planning has it’s roots in the October 1994 White Paper on MINISTERIAL SALARIES IN SINGAPORE. Note that S’pore MRT planning stages was around the early 1970s & construction began in early 1980s – a period of about a decade to fruition. Then, PAP Ministers were doing very well for the benefit of the nation. But now?
    WE’LL LOOK AT HOW HIGH MINISTERIAL PAY CREATED PROBLEMS FOR THE FUTURE.
    1994 WHITE PAPER ON MINISTERIAL SALARIES

    In October 1994, Government issued a White Paper entitled “Competitive Salaries for Competent & Honest Government”.
    This White Paper recommended that salaries of Ministers and senior Civil Servants be pegged at 2/3 the average income of the top 6 earners in the private sector professions.
    The White Paper’s 3 Good Reasons were:
    * To prevent brain drain from public sector to private sector.
    * To minimize corruption in the public sector.
    * To attract the best and the brightest to join the Government.
    On 9 April 2007, there were even more huge pay increases for Ministers and Civil Servants.
    These increases would come in the form of:
    (a) a higher monthly salary; and
    (b) higher proportion of the variable component of annual salary – up to 50% of pay packages would be performance based:
    * individual performance bonus; and
    * a variable bonus component based on the country’s prevailing GDP and capped at 8 months of each minister’s annual salary.
    BEHAVIOURAL CHANGES RELATING TO HIGH MINISTERIAL PAY

    The Late LKY thought he was very smart to invoke this Ministerial Pay issue to forestall the problems of corruption in his PAP Administration. But he was simply TOO SMART FOR HIS OWN GOOD. A Political Post is very different from a Corporate Position.
    Any political post requires long-term planning & very far-sighted horizons in order to be successful. Whereas a Corporate position is very short-termism & frankly, many game the system to achieve the financial rewards. The Long-term horizon planning lies with the Board of Directors of the Corporation. In S’pore case, the Ministers are supposed to be the Board of Directors but their pay system are just like corporate executives of the company. Clearly, it is already a massive CONFLICT OF INTEREST!
    But LKY’s remuneration linking of the S’pore govt with Corporation goals & intention have created immense problems for S’pore today.

But since the 1994 White Paper, as Ministerial Salaries had been on the UP & UP – S’pore’s Cost of Living had become terribly unaffordable. Why? There is a strong correlation between high ministerial salaries & cost of living in S’pore. 70% voters must be blind!
    4. POLITICAL GAME SUPERSEDES THE ECONOMY!
    The 1994 White Paper had also benefited the S’pore Civil Service [remember the top civil servant who blogged about his culinary course in France]. The Bureaucracy had also become relatively top-heavy [the creation of a Deep State] & their role was to follow LKY’s philosophy of – “Who doesn’t want to collect more money?”. It pays more to be in politics than working in the economy.
    5. RISK-FREE/IRON CLAD PROTECTION FROM A DECLINING ECONOMY
    As politics had become relatively risk-free [high pay with no fear of job loss nor retrenchment from poor economy, MNC relocation, etc] & the Deep State’s role is to re-distribute the fruits collected from the S’pore Economy to the political players re: Ministers, top Civil Servants & MPs. You can see that despite the S’pore Economy going down, the Political Players are happy to play the political game immune to the poor Economic conditions.
    6. WP ALSO PART OF THE POLITICAL GAME
    Much as I dislike to tar the opposition. But looking at WP performance in Parliament – They, too are comfortable with their MP’s pay of $16k/mth. I’d think that the Worker’s Party have become PAP’s 2nd team looking at them. There’s relatively little contribution from them in the Opposition sphere. At least Dr Chee, Kenneth Jeyaretnam, Roy Ngerng, Amos Yee & Han Hui Hui (in the past tense as they have left) made more noise than the WP.
    Alas, S’pore is on it’s last legs!

(when you don’t even ‘own’ the flat), etc. I believe GST [to 10%] would be the next target as cash collection from the Private Sector becomes harder to achieve as S’pore Economy turns turtle.
    The late LKY wanted a Govt system which was Corruption-free as stated in the 1994 White Paper on Ministerial Salaries but looking at the situation for Ministerial KPI bonus system now, I wonder what is it called? Gaming the GDP system? Anti-corruption? Ha-ha-ha-ha!
    And S’pore don’t have much of a Manufacturing Economy these days! Those days are gone. The current economy revolves around driving taxis, or driving for Uber or Grab for local graduates. It will get harder going forward.
