Follow-up to ‘TR Emeritus’ in-house techie requires assistance’

Following our appeal on Tuesday (20th Sept) titled “TR Emeritus’ in-house techie requires assistance“, a kind reader has written to TRE to suggest that we should use a local bank account to receive the goodwill donations as most readers are not comfortable with using their credit/debit cards via PayPal to make a donation.

The same reader also suggested that even with the China remittance options, some readers may not have ready access to a remittance service and with the MRT ever being so unreliable, it would be very tedious for concerned readers to travel all the way to China Town to effect the donation.

However, as much as we would like to assist our in-house techie in every way legally possible, the [email protected] simply does not have anyone in Singapore who has a local bank account which we can use.

Fortunately, thanks to a concerned reader Ms Ten, we are now able to receive goodwill donations to a local POSB bank account for the aforesaid purpose.

Ms Ten has kindly volunteer and allow TRE to use her POSB bank account to receive goodwill donations for a period of 10 days, ending 30th September 2017.

Assistance Required

Per our editorial on Tuesday, our in-house techie’s wife, Ivy has been diagnosed with a medical condition called “Lumbar disc herniation” (腰间盘突出) about 3 months ago and have been receiving treatment at a local government hospital on a daily basis.

According to the specialist attending to his wife, what she is suffering from cannot be treated once-off and she has to continue to receive treatment for about 12 months or more via acupuncture, stretching and medication. In the worst case scenario, she would have to undergo surgery.

As our techie is a foreigner based in China and his wife being unemployed, they have no medical insurance (医保) and have to fork out the entire medical bill in cash, which amounts to about RMB 300 a day or RMB 9,000 a month (SGD 1,839).

Clearly, to continue to fork out RMB 9,000 for his wife’s medical expenses every month for a year or so would be very taxing for our techie considering his current income.

It is estimated that he would need about RMB 100,000 (SGD 20,485) for his wife’s medical bills in the months ahead, more if surgery is required (touch wood).

As such, TRE is making an appeal on his behalf to our readers for assistance, be it financial or advice.

How You Can Help

1. If you know of a competent doctor, hospital in China or Hong Kong which is renowned for treating “Lumbar disc herniation”, please follow-up in this thread with the relevant information. His wife is currently undergoing treatment in a small government hospital about 250km from WuHan, which may not have the necessary facilities to adequately and effectively treat her.

2. If you wish to make a goodwill donation to help Andrew defray his wife’s medical cost, please use the donation form located here for PayPal. From now till end September 2017, TRE will forward all donations received via our PayPal account to him.

    Dont want to be skeptical but Andrew should not put too much hope on this donation drive.

    History has shown that it is very hard for alternative sites to get funding as netizens are afraid and scared.

    Besides, most Singaporeans have the mentality you die your business.

    I doubt TRE can even raise 1k.

    I hope TRE readers can prove me wrong, but I am very sure I won’t be.

    MY INFORMATION SOURCES ARE RELIABLE – just bring whatever cash you want to donate, fill in a deposit slip of amount and account number of payee and hand it to the bank teller at the counter.

    No banker is interested in who is the donor or deposit maker. A can pay C on behalf of B who is short of cash or unable to have funds to settle his/her debt to A. Or X can pay Z $XXX giving the latter a financial loan.

    It is none of anybody’s business except as between the transacting parties. No bank ask you why you pay a check to supplier A – Z for what financial obligations. They are not interested to know your business transactions. People gives to charity – nothing wrong with that.

    So those who can afford and want to give to charity, just walk into a bank and do it before 30 September.

    Hopeless Lar: History has shown that it is very hard for alternative sites to get funding as netizens are afraid and scared.

    People should be privately proud to give to charitable/humanitarian cause.

    Read this on banking secrecy law – section 47.

    Section 47 of the Act provides that customer information shall not, in any way, be disclosed by a bank (holding a valid banking licence in Singapore or the branches and offices located within Singapore of such a bank incorporated outside Singapore) or its officers to any other person except as expressly provided in the Act.

    Scope of information subject to secrecy … 2.Any information relating to

    a – any deposit of a customer of the bank;

    So any deposit made by a customer into an account is CONFIDENTIAL AND PROTECTED BY BANKING ACT section 47.

    IRRATIONAL when the accepting banker is compelled by Banking secrecy law to shut their mouth.

    POINT TAKEN on board – I guess the escape clause in Third Schedule is meant to track illegal money laundering and tax avoidance schemes but that can only activate by MAS. If the latter is so nosey of charity humanitarian drive, it spells the end of public charity. The pioneer generation write checks for public donation. The millennials don’t bother about community care. So that leaves business to do charity and these are very targeted at constituents beneficial to business interests.

    Remember, thousands sent in a few dollars to Roy Ngnerg – nothing happens thereafter. Nichole Seah raised some funding for her 2011 election bid – there are donations of different sizes – these are political to some extent – MAS DOES NOT PEE one drop nor care who donated. Nobody got “kissed” for public consciousness and community spirit. It is better for the Authority and society not to meddle with these pettiness – the ramifications for society will be far more damaging if nosey monkeys wants to look at the deposits of little giving in society.

    NOBODY WILL GIVE ANYMORE TO ANYONE ONE IN DISTRESS and they takes toll on society that people need to fear to bank in of some giving. Ultimately the loser is society, not politics and they could backfire badly because other than business, the welfare burden fall solely on Government. Does the Govt wants to shoulder that alone failing which there could be voting backlash?

    So I still say, keep up the community spirit of care and giving – don’t worry about who is watching.

    Sinkieland is a global banking centre – imagine this scenario happening, a disgruntled bank customer secretly recording a conversation with his banker on matters of commercial dispute and tender that as evidence in courtroom? The court and banking secrecy law WILL NOT ALLOW that ILLEGALLY recorded information to be tendered in evidence in the courtroom.

    If the contrary happens of phone-taped evidence allowed in Sinkieland courtroom, IT IS THE END OF SINKIELAND AS A GLOBAL BANKING CENTRE!!

    If A, B, or C made a donation to XYZ through a bank deposit and got “called in and kissed by law enforcement” and it hits the social media headline – I SAY IT IS BYE BYE TO SINKIELAND AS A FINANCIAL CENTRE.

    Business in the digital world will shift all their banking needs to Hong KOng, Shanghai, Sydney and THE DAMAGE IMPLICATION IS TERMINAL OF THE ECONOMY. There is no turning back ever in a competitive world because banking relationship confidentiality can’t be trusted in Sinkieland.

    Hope TRE would follow same system using local Bank a/c to get funding for its site. We have do banking at ATM once or twice weekly. You need to consider making things convenient for us to donate.
    Not everyone has PAYPAL a/c. Our credit card purchases online only used for reliable, reputable sites like Amazon.

    Or maybe there are constraints TRE can’t reveal to the public.

    HAVEN’T YOU DONE ANY BUSINESS BANKING IN YOUR LIFE YET? No bank will reveal any details of any banking account which the enquirer is NOT the owner of that account.

    I have received advice from my banker returned cheque marked as “Refer to Drawer” and if you ask your banker if the drawer – who could maintain his account in the same bank as your own business and therefore knows all the details of that returned cheque – IS FINANCIALLY INSOLVENT, the answer must come back is this – we CAN’T TALK ABOUT THE ACCOUNT OF YOUR DRAWER to you as you are NOT the owner of that account.

    Your banker will cite this ‘BANKING CONFIDENTIALITY” of all customers. So I am left to no choice but to request the drawer to issue me the next payment cheque as pay – not to my business name or my name” but pay to cash.

    If you still don’t understand this, read up your Bills of Exchange Act in banking law.

    And yes, the devil is in the detail – Refer to Drawer tells me nothing about the financial solvency of the drawer. He could be insolvent or he could have other legit reasons why his cheque to me bounced. My banker (and his too) knows but won’t tell me.

    IT IS BACK TO BANKING CONFIDENTIALITY.

    That is why I have never got a banker’s returned cheque advice as “Drawer no money” or “Drawer insolvent” or “Drawer in financial distress”. Because if that happens, the banker can get sued for breaching banking confidentiality needing to prove the drawer indeed has no money. That drawer who failed me might have a lot of money in another account in another bank.

    No banker will tell me that “Drawer got no money” or “Drawer is financially insolvent” or Drawer suspend his account as he wants to close his business” or “drawer is uncontactable” (as if fly-by-night) – EVEN IF THE BANKER KNOWS THE FACT THAT DRAWER HAS INSUFFICIENT FUNDS in the account or the account is improperly managed (suspect of fraud) – the BANKER WILL NEVER TELL me.

    It will also be the vagueness and silent of DEVILS IN THE DETAILS (your lingo) of ‘REFER TO DRAWER’

    In other words, go find your drawer and figure it out yourself – DON’T BOTHER US ANY FURTHER even thought we are your banker (and maybe his as well)

    BANKING CONFIDENTIALITY rules.
