Leon Perera: Questions not answered in Parliament

Some citizens I meet on outreach and house visits have asked me why they do not see WP MPs asking more questions in Parliament. In fact many, many Parliamentary Questions are filed by WP MPs.

Unlike most developed country legislatures, our Parliament generally sits for 1-2 days month, except for the annual Budget exercise. We usually get only one and a half hours for question time at each sitting. There is no weekly Prime Minister’s question time in Parliament, as in the UK, where the PM debates with alternative parties on key issues of the day. There are 83 PAP MPs who can ask questions, as opposed to only 9 WP MPs and NCMPs. The sequencing of questions is decided by the Speaker of Parliament and the Leader of the House. There is also a quota of a maximum of three oral questions and two written questions that can be filed by any MP for each day.

All these factors add up to severely limiting the number of oral questions asked and answered by WP MPs.

I filed the questions below in August that have not yet been answered:-

To ask the Minister for Communications and Information (a) which entity owns the copyright to video recordings of Parliamentary proceedings; and (b) if these video records are protected by copyright, if the Minister will consider removing copyright and making all video footage of Parliamentary proceedings freely available for use.

To ask the Minister for Transport what measures are in place to handle accidents where passengers fall onto MRT or LRT tracks in terms of (a) educating commuters on what they should do in the event of such an accident, whether they are victims or bystanders; and (b) the safety protocols that rail operators are required to conform to if such incidents occur.

I filed the questions below in July that have not yet been answered:-

To ask the Minister for Trade and Industry (Industry): (a) how many Singapore-based companies have cumulatively invested in the government’s overseas industrial park projects that enjoy G-to-G support, such as the Suzhou Industrial Park, Tianjin Eco-City, etc; and (b) how many of these are GLCs, SMEs and MNCs respectively; (c) what evidence has been accumulated by MTI of the spin-off benefits to the domestic economy and to local SMEs of these government-supported overseas industrial parks.

To ask the Minister for Finance if the Ministry will regularly review the government’s commitment to reduce socio-economic inequality and publish the results of such reviews, in light of recent findings from a study by Oxfam and Development Finance International that rank Singapore 85 in the world in this regard.

I filed the question below in April (not yet answered):-

To ask the Prime Minister (a) how many of the official websites of Ministries and statutory boards meet the WCAG 2.0 or other international standards for website accessibility by persons with disabilities (PWDs); and (b) what steps will be taken to ensure that Government websites are accessible to PWDs to the fullest extent possible.

    You read that Plse students were caught with train delays on the first day of their written exams. The students were worried sick and stressed out , the education ministry can say that extra time will be given for affected students , what use , the students cannot not focus!The O and A levels exams which generally last for a month are coming, the students are again worried ! Just like PSLE students. This is the most important exam in their lives, what happens if train breakdowns on their exam days? But KBW and DKurek are not affected, no apologizes, no explanations,you die your business.MRT trains have been broken now every now and then and KBW says that it will take about 7 years for train operations to stabilize, so bizarre! Millions of manhours and billions of dollars have been lost as train disruptions have been occuring for a long time. How can the MOm say that productivity has improved? Duirng LKY’s time this sort of scenario will not happen. Those who fail to perfrom will not be getting their millions that’s for sure! Most surprising is that nothing has been done to rectify the situation, trains will continue to breakdown, commuters will continue to suffer, productivity will not recover, businesses will continue to lose money! The only happy people will be the grab,uber, just grab, comfort, prime, SMRT tax drivers !

    LTK N his people need to REALISE that WP cannot remain a solo oppo party in Parliament.
    WP must take lead to unite all good oppo parties in order for the OPPO to be meaningful.

    Remaining fragmented is not the way if even WP wants to sustain itself over the long haul.

    ‘broadcasted’ to voters for information via social media.

    Now we know how difficult it was for Opposition MPs to pose questions and how many questions went unanswered or unheeded in the days before the advent of social media!

    When the next GE comes along, voters will be in a better position to exercise their vote based on facts and not based on what is reported in the MSM!

    Please put a motion in the parliament to include in the SOP a time frame that question must be answered.

    Our parliament is a shame. It meets rarely and there is a long list of rules on the types of questions that are not admissible. After it is admitted, minister can keep quiet, or worst still, ask MP to go yo the court to get answer?

    WP are backward. They don’t use social media to present their case and make no appearance in any protests. They only want to talk in Parliament.

    Even though what they have said in Parliament are reported in another flavour, WP insists on speaking in Parliament. And they rather wait. An EP has already been installed. They are still waiting for their turn to talk.

    We heard of a Taiwan minister took responsibility, and resigned for massive blackout even though he was not directly in charge of day to day operations! We heard of an Indian minister took responsibility and reigned when there were continuous railway problems! We heard that TH US Navy sacked 2 commanders involved in the two collapses at sea where several seamen died!and most recently we heard US secretary for Health Tom Price resigned when he made mistake by hiring private jets for official travels ! This is accountability, responsibility and theright thing to do! But in SG, there is a special meritocracy, no one will be held responsible for anything, only promotions ! Train breakdowns occur almost every week, causing students late for school and exams, workers late for work , losing productivity and causing businesses and employers to lose millions each time disruptions occur, yet nobody is held accountable, status quo! And you heard the MOt KBW spuN stories every now and then , saying train services have improved 3 times since he took over, chided reporters for sentionalizing the train failures , attributing breakdowns to the re signaling operations which nobody can do anything and it would take up to 7 years to stabilize! What the heck, is this why tax payers are paying him millions for? The G has all sorts of incentives to reverse the falling birth rates and minister J Teo was put incharge, yet birth rates continue to fall, no use.Yet J Teo was promoted to full minister, we really are scratching our heads!thre were so many reports of lapses in govt ministerial reported by the AGO every year, where huge amount of money are lost, but each time we were told they were honest mistakes, new procedures in place , cases close move on! We had a 800 K rubbish bin constructed for the Art Gallery , yet we were told that it was Monty well spent, yah tax payers money no problem? Now many Sinkies have lost their jobs, FTs keep coming in,the economy is poor GDP stagnates, yet the multi million paid minsters could not do anything to reverse the trend, yet they are paid millions bizarre! Gain it is tax payers money , no problem? What about MAS escape, housing problems hospital beds crunch, HEP C deaths in SGH, civil service high profile corruptions, no one is held responsible, no one is held accountable, this is unique SG meritocracy,only promotions for no apparent competent performance,nopunichsment for failures. They say they have a no name no blame culture, is this meritocracy?

    Even questions, questions in Parliament, questions addressed to the PM and his dozy Govt can be delayed and held up, using the trusted “signalling” faults, and in this case in Parliament the signal “officer/operator”.

    The PAP are running rings round the WP, and it’s a shame that the WP appear to have given up the ghost, given that they are accepting of the “ploys/processes” of the manipulative PAP cum Speaker, because they are one and the same, in SG for sure !!!

    There are umpteen relevant and bloody good suggestions, listed above. Act on it and get on with it. Don’t give the bloody PAP any easier a ride than they are already enjoying, please !!!

    There is no reasons to omit any questions by any MP, NCMP or NMP!

    Singaporeans now know that the previous Speaker has not been fair and equal!

    it all comes down to votes. 70% sheep says okay. so why pap needs to improve? if by chance things do improve, pap takes credit and says improvement is due to pap talent and pays each other S$m bonus, used to be called GDP bonus and now is called no deterioration bonus.

    This is mus be something that has gone on for many years even in the dead old man’s time.
    Isnt disappointing that WP choose to be quiet all this time? Telling it now only bcos they have been criticized for not asking more questions in P?
    This reminds me of how WP didn’t see fit to tell SGs about AIM until pap tried to smear n jeer them for having problems in submitting some AHTC accounts reports to MND.
    Such dirty ploys are abuses of power that should b made public. What WP cant do in P, they should turn to alternative media n even HLP to voice out . By keeping quiet Wp is behaving no differently from all the pap stooges in P, all contented to be the proverbial monkey with hands covering their eyes, ears n mouth.
    So WP Leon , it is not good enough to jus tell us questions were raised but not answered by pap even after many moons have passed.

    The questions you asked needs to assess whether it is of any relevance or of political advantage to your party and not ask those “what do you have for lunch” kinda questions.

    Also remember to have follow up as you know you always get wriggly answer back.

    In the past I remember Lena Chiam asking many trivial questions of which I dont know what purpose does it serve, very much asking for statistical answers.

  • What are they afraid of?:

    The PAP has smart intelligent people in their team. Why can’t they debate issues openly and vigorously in parliament and town halls with the opposition and the public? What are they afraid of? Why are they behaving like this, shying away from issues, and deliberately putting aside and closing important issues of interests that the people truly wants to know about?
    The people elected them and has a right to the facts. Let the people decide who is right and who is wrong. The people will then be able to distinguish politicians who are genuine and sincere, and those politicians who only talk but has no substance.
    Those who choose to go into politics are expected to be a rare breed of individuals who are honest with a high degree of integrity and a clear clever mind.
    More open debates and discussions will separate the quality politicians and the half-past-six politicians and will give the people an easier choice to decide which party to elect who to choose as their representatives.

    don’t assume the white idiots are “intelligent” in debates when they can only show wayang and roti-prata. the white idiots are ‘intelligent’ in creating myths and producing daft sinkies in believing such myths all thanks to 151th PLP meida all this while – in short plenty of ‘brainwash’.

    that’s why there are no REAL rigorous debates (not planted agents to skew debates) over important issues in 151th media to educate the people.

    Ask, ask and ask but nothing seems to change. 20, 30, 40 years on everything remains status quo despite all the recycled questions year in and YEAR out. Business as usual…until the day of change comes, everything is status quo hence we are used/immune to NO CHANGE.
