SMRT offer of ‘amnesty’ to staff an insult to taxpayers, accountability issue not addressed

Excluding economic losses caused by the one in 50 million years MRT tunnel flooding, repairs must have cost millions in tax dollars.

In a situation where the cause has been established to be negligence, SMRT employees – including the CEO – should have been taken to task. Instead, SMRT has proposed to forgive itself by offering “amnesty” to rank and file employees who own up to lapses.  And LTA is agreeable.

According to Today: “The rail operator will carry out an extensive inspection and audit as soon as the amnesty period is over..”.

But why hasn’t SMRT conducted extensive inspection soonest possible after the tunnel flooding? Why is SMRT allowed to conduct self checks instead of an independent COI?

CEO Kuek had 5 years to sort out maintenance issues and he has clearly failed.

The offer of amnesty is to trick rank and file employees because no company should retain irresponsible employees who have falsified records for almost a year. This ‘unusual’ move creates an illusion: SMRT wants to restart on a clean slate.

Are there so many lapses that SMRT does not have the resources to conduct an internal audit?

Last year, SMRT had also distracted the public from management failure by dismissing a train driver after 2 trainees were killed. SMRT saw fit to ignore fake workers’ union before the dismissal.

Would the tunnel have flooded if the Head of Safety had been fired and an extensive safety audit conducted by an independent committee?

On Monday, SMRT lapses will be ‘addressed’ in Parliament with scripted replies from MOT Minister Khaw.  However, as everybody knows, Khaw is a well-known “taichi master”.

Accountability has never been an issue with PAP: how could an elite demand accountability from another in an elitist system?

Since when has this ever happened in the history of Singapore under the PAP?

Perhaps Khaw’s wayang may include taking a bow in Parliament, as did $220,000 Chairman Seah Moon Ming did, to “take responsibility”?

More likely, Khaw will inform Parliament that SMRT made an honest mistake, has learnt another lesson and let’s move on.

Regardless of the offer of amnesty, severe penalties will be meted out to only rank and file SMRT employees or middle management, with most eventually forced to commit hara kiri.

The amnesty wayang does not address any systemic issue; it serves to protect and retain top management in SMRT and LTA, especially the incompetent former 3-star general.

Under PAP’s governance model where kaki-employ-own-kakis in top management, systemic issues can never be addressed.

    Very surprising that KBW stated that tunnel flooding is not a major problem compared to signaling and track operations! Isn’t train moving through pools of water is in danger of getting in those traveling in the trains get electrocuted? Correct me if I am wrong? If there is no safety issue with a water filled tunnel, why did the operations control centre officer stopped the trains operations for 20 hrs?
    Again U can see that KBW simply deflect away all problems to DK and SMRT and getting so millions of dollars in salries how can he , his MOT and LTA officers have no part to play in the. Tunnel lapses?DK KBW MOt and LTA big wigs are getting so high pay then why they can’t solve the train problems themselves and need to get assistance for the Taipei train experts help, the later groups of experts are paid pittance compared to KBW and his officers! This must be a joke , a laughing stock , just to quote Trump’s words !KBw blames the rain faults due to re signaling, but commuters know that other faults also cause delays!
    It is a disappointment that WP MPs in parliament did not call for DK and KBW’s resignations! Look at Lui Tak Yew, he held himself accountable and resigned when is KBW going to follow suit?

    SMRT chose “amnesty” because it needs to know “where the bodies are buried” – what work reported done but it not. It had no choice. It needs the cooperation of the staff who cheated. It also knows that the planned “extensive inspection” will not likely work. The system is huge and complex. Short of dismantling the entire system how would this inspection uncover the defects. The SMRT who cheated knew this that is why they were not afraid to falsify records.

    Previously, SMRT management did their “managing” by just “looking at paper”. They never checked on site if the maintenance work was properly done. SMRT management followed civil service practice called “helicopter view” – look far from above to see the “big picture”. Unfortunately, this does not allow one to see the details. Of course, the devil is always in the details.

    Paper-general Quek and his ex-Army colleagues in SMRT used their military training – just issue orders. They expected to be followed. SMRT maintenance staff knew their weakness. Like all over-paid, spineless civil servants they knew the army blockheads do not like to get their hands dirty by going on site. They also knew that even if they did go it would not make any difference because they do not know the requisite technical training and experience. So why are ex-SAF blockheads in SMRT? Why are they, including Gen LHL in Cabinet? Must never forget that “military intelligence” is an oxymoron (just like “trust PAP”). They are there because they are trained to follow orders, not to ask questions. LKY liked it that way. And that has been the “system” ever since.

    Bottom line: BLAME SOB LKY. He is also responsible for allowing his incompetent son to become PM.

    Is it not true that KBW and Kuek were being appointed precisely to take care of the maintenance and breakdowns problems?
    Why then did they failed to set up all the inspections and double checks structures.
    Why did not one of the top key management give an inspiring talk (many companies do it) to the staff to remind them the importance of doing the job and inspections promptly?
    Are those paper-generals really the best men who really knows what’s the job scope and technical stuff about?
    How many tikam tikam do we need to learn the lesson to get the right men on board?

    Well, there wasn’t a need for $8 heart bypass to talk so much in parliament but he had to do so for the sake of wayinging.

    So he has said all he wanted to say about the flooding. As far as he is concerned it’s considered a closed issue and no more statements will be made, just like how all previous disruptions were handled.

    He knows he won’t be sacked and his pay won’t be docked. His boss won’t say anything too but we all know just what a fantastic minister we have got now don’t we?

    Simi audit, simi Taiwan team coming to look see. All has been said and done before so this amnesty nonsense is just something cooked up to try and salvage whatever little credibility SMRT has left.

    Commuters aren’t dumb enough to fall for the same trick because we know another major disruption will come along within the next 12 months. Who doesn’t remember Khaw saying that commuters should expect more disruptions whilst the signalling works are being carried out from now to eternity hmm?

    All this points to once again si that the transport minister and top management of SMRT are all extremely inept. You can wayang all you want to, you really aren’t fooling commuters and we know it’s all a facade.

    HoLee shits. Does he mean that ANYONE can volunteer for that fjob as CEO of SMRT! As LOONG as the volunteer Bugger is a See-star Paper General is it? D Quack must be very confident of himself of fixing the grave rail system problem when he volunteered to SERVE the Nation, NOT because of the $millions pay!

    Given the many Bad publicity leveled at the top management of SMRT because of the so many frequent train disruption and breakdown, think D Quack and all his army buddies whom he roped in to help him, should STEP DOWN and join a Big Private Co to prove that he has substance and quality as an ex Chief of the Defence Force! To show to the public that he is a victim of deep-seated cultural issues that were entrenched and left behind by Lady Cleopatra. Yesterday, Kenna stabbed by $8Cow in Parliament very Malu.     This is not just about SMRT. This is about the FT and pappy balls carriers in all types of services and industries deliberately turning $G into a 4th world banana ‘republic’.

    We know very well we have TB in trains from poor ventilation. Dengue is king in some estates. NEA never check – I know this personally. Hospitals have serious disease control problems. The list goes on.

    The new ‘culture’ if $G is the third world culture of dirty and lazy people who escape because the government will NEVER prosecute FT or their own devotees.

    I am waiting for the next cholera. AIDS or diphtheria or SARS outbreak in $G.
    Or maybe a train crash because someone did not inspect the cable ties for over a year. I hope the trains are full of the 70% in that case.

The fact is for 5 years, the problems were still not resolved. No excuses, please. Anyone with a sharp memory will even recall that the CEO was on leave when some lapses occurred in the earlier years.

    I tell you this. A private sector CEO can do what he couldn’t do for a fraction of the pay and shorter time. This is why HK’s MTR is No. 1 for a small fraction of our headcount operating expenses while ours is No. 8. 2 years is a long time for a minister to learn the ropes. Yet he is bent on using tax payers’ money to fund a Taipei team to investigate our systems. Looks like someone made us eat our own words since he claimed the ownself check ownself culture is great. Instead of showcasing our MRT to the world with pride, we have to suffer another round of humiliation.

    CEO of SMRT talked of right culture starts at the top. He is surely not talkinh about Himself? Is he hinting at the Minister? But LKY only believed in nepotism and plp culture. So giving amnesty has a bigger implication to the members of the cesspool by first implicating that all the wrongs are the dafts and the cesspool members are beyomd reproach for they do nothing and if there is nothing what wrong can anyone find.
    Talking about right culture starts at the top., one cannot but thinking a little red dot needs four ministers costing some 20millions (opacity hard no exact figure understand the exclusive civil servant and valued plps can get bonus ranging from 1-? years while the daft is recommenfed only 1 month or less but opacity blotches out the correct figures). Relatively all the big nations need only one chief executive (pm/president) at less than 1/4 of the pay of one minister on the little red dot. The culture at the top is therefore do little or next to nothing of what they have sworn on the head of their Gods and get hell of a lot of money so the bottom get so lottle next to nothing means do nothing.     So amnesty real target are the MFs.

    Desmond fails as he’s trying to impose “Amazon culture” onto “Goggle culture”. Can see he tries to use his SAF way in management – dispense command and obey type of control, army camp style. In the commercial world, dissatisfied staff would tell the CEO go fly kite.

    A simple task like this will safe up to thousands.

    I was appalled when the minister said he was appalled at the toxic LTA-SMRT relationship. Hasn’t this been happening for a long time yet as a slow learner, he didn’t even pick this up first month into his job ? Another sign that he isn’t up to mark is to continue blaming the maintenance guys. I am not shielding these guys but the larger problems don’t lie with them and we’ll see if he takes forever to fix the problems.
