What if MRT water pumps fail with a packed train 45 metres underground?

MOT Minister Khaw has trivialized what he had claimed to be a preventable MRT tunnel flooding by not convening a COI.

Since investigations have not been completed, Khaw should not anyhow own self conclude the cause of incident is ‘clear’. It is anything but.

What is clear: huge systemic ‘cultural’ issues warrant convening an independent COI. Setting up an audit team headed by another PAP-approved GLC executive is not acceptable.

Khaw also absolved LTA – under his ministry’s purview – by claiming that “under the regulatory framework, there has been no shortcomings or lapses in oversight by the LTA”. This is because the regulatory framework itself is flawed: SMRT will now conduct monthly inspections instead of “every three months“.

Even before investigations have concluded, more faulty pumps have already been found near Kembangan and Lavender stations.

Regardless of the number of faulty pumps eventually found, how could such a serious issue not warrant a COI?

What other maintenance lapses exist in SMRT can only be established by a truly-independent committee.

Worse could have happened and MOT should not continue to count on lady luck: a disaster may be waiting to happen.

As more deeper underground MRT stations are constructed, can MOT/SMRT guarantee that tunnel pumps will not fail when a packed train is 45 metres in a tunnel?

    WAS THERE ENOUGH BUDGET FOR MAINTENANCE? If there is inadequate funding, maintenance might have been forced to falsify “work done” in Bishan and elsewhere too (when there is none) to meet with budgetary constraints & perhaps to qualify for year end bonuses which all other operational divisions might comfortably secure but unrelated to performance?

    Was the falsification of maintenance records done by the same crew and line managers reporting relationship? If NOT, very serious question arise why this RANDOM CORRUPT CONDUCT permeating in its maintenance division? There could be more fraudulent, dishonest act or practice going on within the entire maintenance divisions YET UNCOVERED AND CONCEALED BY TOP MANAGEMENT from within.

    IS THERE FINANCIAL CORRUPTION AT THE TOP ELSEWHERE? The silly COW should not pretend that there is none because the Bishan & OTHER MRT lapses IN FALSIFICATION WERE TOTALLY UNEXPECTED.

    There is compelling apprehension in the public mind the COW has not yet scratch the surface. Why is he resisting of COI AFTER HE WAS CAUGHT PANTS DOWN of this shocking debacle in his watch?

    Only a COI can uncover this unknown.

    What is COW best response if an accident happens on MRT ride, hundreds got killed or permanently incapacitated? Would he comes back to say it is “sad, embarrassing and preventable” of corruption BUT UNPREDICTABLE of risk chance occurrence in any other organisations then – ignoring that public transport is a PUBLIC SAFETY ISSUE at risks, not money?

    If COW is unwilling to submit SMRT to COI, he should step aside and let another take over the ministry and let him/her take the consequences of that (refusal) decision to allow a COI.

    COW DON’T RIDE SMRT EVERY DAY if he occasionally does so, PEASANTS BET THEIR LIVES EVERY DAY on the track – it is not BUUKIT TIMAH RACE COURSE, you know?

    aiyoh. don’t need 45 metres. as long it is underground, if climax starts to change for the worst (freak weather), anything (shopping centres, basement carpark, tunnels, etc, etc) underground will also be at risk lah – and with deep seated culture, don’t need phd to understand the implications. imagine the flood similar to the recent Penang flood. It won’t happen ? Don’t bet on it ? Things won’t happen until it happens.

    So more faulty pumps have been found. The next issue is why were they faulty. Is it due to poor maintenance, poor quality of the pumps, over-use, defective design, faulty installation, faulty maintenance, etc? Just replacing the defective pumps is not sufficient. Have to know why they failed.

    Pumps are quite simple electro-mechanical devices. If they are of good quality and properly installed they should be quite reliable and durable.

    More frequent inspection will not make any difference if it is not done properly.

    Solution to the MRT fiasco should focus on two things: (1) required inspection and maintenance work should be done as scheduled and done properly; and, (2) the competence of the technical and engineering staff doing the work. The latter is a very important issue because shoddy work is the norm with many contractors and engineering firms.

    Few Singaporeans take pride in their work. They just want to finish the task given to them and not care about the quality of their work. This is also due to lack of training. Same reason they are not very productive.

    Local firms seldom provide proper training because many do not believe in it. Why? Many say there is no point providing training if the staff will likely leave after receiving training. Most do leave because they are poorly paid even after the training.

    PAP’s focus on annual GDP through a low wage policy is the root of the problem. (GDP growth should be achieved through sustained growth in productivity.) It encourages training then brings in cheap, low skilled foreign workers. The result is it is cheaper for local firms to hire cheap, low skilled workers than pay for a fewer higher pay skilled ones. IT still believes in the myth of “good and cheap”.

    Real 1st World countries know that higher paid workers are actually cheaper because they are more productive. Skilled workers do quality work. Quality is not cheap.

    It is a baby steps of walking blind ahead in three steps in each quarter instead of walking blind in one BIG STEP. In between the three steps of monthly interval, the system could fail again undetected.

    IT SHOULD BE DONE BY LTA or an INDEPENDENT SAFETY COMMISSION and on a RANDOM basis without pre-notification advice or warning of inspection visit. Surely the COW does not think there is any difference to crime deterrence in the police arresting 3 criminals – one each month of deliberae resting interval – any difference from arresting 3 criminals in one go over each qtr, right?

    MONTHLY CHECKING IS A POINT CONCEPT, the faulty public safety risks is NOT GOING TO OBEY this regulatory framework BUT instead IT CAN RANDOMLY OCCUR WITHOUT A DEFINABLE OR PREDICTABLE INTERVAL CONCEPT of even qtrly event happening.

    IF COW DOES NOT AGREE, he should depart from MOT and move on. More than 1 million commuter’s lives are at risks EVERY DAY to this silly idea of ownself-check-ownself politics.

    Two possibilities i guess.

    Look at all the possible reasons why things went wrong given

    How does Khaw know there aren’t a million other things wrong in
    a million other areas that haven’t been uncovered yet? Why is
    he so against learning from mistakes? He comes across as sooo
    uneducated from his attitude and what he says.

    I guess people will have to die first before a COI is called, and
    even then they will likely still avoid having one. Pathetic that
    the govt does not believe in going beyond the utter basic, but
    expects others to do so.

    The first COI uncovered broken parts tied with wires falling apart – UNDETECTED PRIOR to the COI, luckily the sloppy maintenance DID NOT tie the broken parts together by superglue or rubber band.

    It might uncover more shocking things than this flooding did.

    That there are falsification of maintenance records speaks volume MUCH MORE INSIDIOUS AND SERIOUS MALPRACTICES previously undetected – way beyond the BITTER CULTURAL WEDGE admitted by the cow. SMRT is awash with shameful failures as told by its CEO to staff in an internal email.

    And cow wants to wink, wink, nudge, nudge and laugh of this comedy with A STRIDENT REFUSAL to instruct another COI? Is it because he fears such a COI revelation might uncover skeletons that is life-ending vote decimation of PAPpys’undeserving hegemony and longevity IN THE FACE OF THIS STAGGERING MONUMENTAL FAILURE?

    Like I pleaded in TRE, – if the cow is unwilling to instruct an independent COI into this extent of rort and rotting in SMRT, he should step aside (and move on) instead of concealment of public safety risks ignored and of gravest mismanagement within SMRT – and allow another Minister to put his/her head on the chopping block of obstructing call for COI in the event of a train accident mishap killing and maiming permanently hundred in consequence.

    The do-nothing option is NOT AN OPTION and it is UNACCEPTABLE. A million commuters at least place their lives and limbs on the table every day, the cow does not.
