National Jobs Bank is meaningless?

I refer to the article “Will the Jobs Bank really make a difference?” (Human Resources newsletter).

It states that “But do senior HR practitioners here believe the Jobs Bank will make a difference?

One regional HR lead believes the Jobs Bank will not “have a meaningful impact”.

“It’s government lip service,” said the senior HR professional, who did not want to be named. “It’s not going to have a meaningful impact on anyone as long as the only requirement is to post it for two weeks. The only impact that Singapore can have are the approvals of the EPs.”

In this connection – without the disclosure of the statistics on how many of the jobs actually went to Singaporeans – it may be quite meaningless?

As to “He adds local companies aren’t hiring foreigners because they are racist against Singaporeans. Rather, it’s either because the foreign talent is more affordable or more effective” – employers save up to 17 per cent of salaries because they do not need to make CPF contributions for foreign workers.

With regard to “more effective” – when practically anyone in the world can come as tourists to look for a job and stay when they find one – you may be getting more experienced and more qualified foreigners who may be willing to work for lower pay.

In respect of “For us, it’s the latter, but we have fortunately been about to hire mostly Singaporeans or PRs (permanent residents)” – PRs are not Singaporeans.

As to “Other HR leaders believe there is a bigger value in the Jobs Bank.

“It’s important to not look at the Jobs Bank as a one-off solution. It is a very useful source of real-time data that can be used for many things,” an HR director from the technology sector said.

“With the data, we can get a very good sense of the demand, the mismatch within the labour market and how we can address it. We will also be able to see where are the jobs that Singaporeans don’t want to fill” – since the National Jobs Banks gives out hardly any data – it may also be quite meaningless too.

    Simi jobs bank, it seems a lot of jobless true blues are flocking to be childcare teachers and Uber/Grab drivers!

  • What can we do?:

    Job bank is a joke.
    As long as MOM issues employment pass and work permit readily, companies would employ foreigners because they are cheaper than Singaporeans. Foreign hirers and companies prefer to employ their own kind, just like the same race prefer to hire the same race.
    Companies will post for 2 weeks or even more, call some Singaporeans for interviews and then remark that the Singaporeans do not have the relevant or specific experience.
    What is to stop MOM to accede the company’s application to hire a foreigner when PAP is pro-business, the union is controlled by PAP?
    Singaporean workers have no say.
    I was a bank operations professional and jobless now for over 3 years, and if I ever had an opportunity for a job interview, banks or non-banks would give a reason that I do not have the specific experience required of the job, or I am over qualified. What is so special about operations or process job in bank or manufacturing?

    Employers always give excuses of getting locals to fill the jobs. Why? so they can fill those jobs with cheap 3rd world foreigners. The question is what type of pay are they willing to pay? As for those foreign PMETs, why cannot get locals? Simple answer, if all their management staff are foreigners, locals have no chance of breaking into those job. Why? they are protecting their rice bowl in Singapore. If this go on, the foreigners are been trained better at the same time in Singapore and the locals would be left behind without better skills. Government should start thinking to legalize that the supervisory level staff must be Singaporeans first unless those very specific skills that we cannot really find in Singaporeans.

    Time to resolve the sad state of affairs for our jobless or underemployed PMETs..
    As a start should stop all EP for FTS unless it is really talent that our local PMETS do not have..
    Job Bank will not serve its purpose if fundamental issues on FTs are not resolved.
    Time to put Singaporean first…
