MRT closures: Take bus, but pay train fares?

I refer to the article “Shuttle bus services along MRT stations affected by engineering work to follow train fare structure: SMRT” (Today, Nov 27).

It states that “Next month, shuttle bus services — following the same fare structure as trains — will be provided along the 19 MRT stations affected by additional engineering hours, operator SMRT said on Monday (Nov 27).

Last week, SMRT and the Land Transport Authority announced that from Dec 8 to 31, 17 stations along the East-West Line, from Tiong Bahru to Tuas Link, as well as the Bukit Batok and Bukit Gombak stations on the North-South Line, will close earlier on Fridays and Saturdays at 11pm and open later on Saturdays and Sundays at 8am. To allow for extended engineering work, these stations will be fully closed on two Sundays, Dec 10 and 17. This will help speed up the process to put in place the new signalling system on the line.”

With regard to “Nevertheless, National University of Singapore transport researcher Lee Der-Horng said the authorities should consider offering a discount to commuters. But any discount could be ultimately borne by taxpayers, SUSS urban transport expert Park Byung Joon pointed out. “Somebody has to pay. If commuters do not pick up the bill, then the taxpayers pick up the bill,” he said” – I find this line of reasoning to be somewhat not very logical, as surely the party who caused this inconvenience should pay for it.

Otherwise, where is the deterrent to not have even more closures and delays?

The people who make decisions on our public transport should not take commuters for granted – time and again – as one of my friends aptly said – “you think Singaporeans are stupid or what?”

    PAPpys SAID AND SET CORRECTLY this basis for fare charging. IT IS THE ONLY LEGALLY VALID FORMULA FOR PUBLIC TRANSPORTATION FARE CHARGING anywhere in the world.

    “Under distance-based fares which were introduced in 2010, commuters are charged based on the total distance travelled between their origin and destination, regardless of the number of transfers made between buses or buses and trains”

    THAT MEANS IT IS ILLEGAL for them to charge for shuttle bus service between origin and destination whenever there is a service disruption between these two fare points.

    Why?

    It means charging the fare TWICE for the break in service FOR THAT PART OF FAILED JOURNEY in between i.e. the distanced based fares preached above is FALSE AND HYPOCRITICAL of policy and its practical implementation.

    It is like you booked and paid for the full fare for a flight from Singapore to Tokyo and there is strong cyclonic winds blowing into Taiwan and South China, the airline – for safety reasons – landed at an unscheduled stop in Hong Kong, offloading all the passengers and ask you either walk/swim from Hong Kong to Tokyo destination or pay for another ticket on another airline to Tokyo or walk/swim back to Singapore.

    IT IS UNJUST ENRICHMENT at your expense by the errant airline in violation of a valid contract of service.

    LIKEWISE, SMRT CANNOT CHARGE YOU the full fare from origin to destination and demand you pay additional fare for their disrupted service. They either shut the whole damned line down or provide free shuttle service for any portion of the disrupted journey in between.

    Why should the tax payers bear the cost? Whoever benefits from the service should pay the price accordingly. Should they not happy being charged the train fare instead of bus fare, they could protest at Istana mah. Then we will know how many commuters are really unhappy. If no one protest at Istana, that meant they feel no pinch at all. Then both transport companies also feel happy mah.

    The reality is that if Sydney Rail charges for shuttle bus services making up for disrupted service, it will create a public uproar BECAUSE IT OFFENDS THE LAW.

    You are obviously to stupid to comprehend its law implications – IF UNJUST ENRICHMENT PREVAILS AS I EXPLAINED IN THE OPENING POST IN THIS THREAD airlines will simply dump you en route to destination and earn part of your fare without service and the cost attached.

    Your hospital will admit you for 10 days stay, discharged you in two days and keep the differential. They just tell you it is LEGAL!!

    And to rub in the insult, they tell you this – YOU ARE STUPID TO PAY.

    This is an Australian High Court decision – the highest court of the land – sat and presided by the wisest judges in Australian courts yet you noticed that in their judgment comments, they referred to Sir George Jessel MR in Re Hall and Barker decision which dated some 139 years ago in 1878!! The law that apply that long ago is still GOOD PROVEN, TESTED LAW for application in 1993 in Australian High Court decision in Baltic Shipping vs Dillon.

    Some contracts are INDIVISIBLE – you can’t break them up into parts and ask commuters to pay for disrupted service from origin to destination – just like I explain of airline transportation example!

    Give you another analogy – if horny old uncles go to Geylang and play play with foreign chickens – the agreed term is $100 for one hour of bedroom sporting activity. What is the smart Ah Tiong chicken turns around at the end of the session and demanded this – uncle, you haven’t pay enough! Old uncle retorted back angrily – you asked for $100 for my enjoyment and I paid you before service. Smartie Ah Tiong chicken play fast and loose with this rebuttal – uncle, $100 is for protection, room space & permission to play and see only – you entered 5 times – each time is another $200 each time of entry. SO YOU HAVE TO PAY ANOTHER $1,000!

    So Ah Tiong chicken logic is that her service is DIVISIBLE into parts like Hall & Barker shoe-making deception.
