Corruption in our neighborhood too?

With the “Corruption” being the buzzword lately, many of us were quite disturbed on the Keppel news and our Govt’s (non)reactions as the news flashed across the world.

Most Singaporeans were relieved that the old man is no longer around to witness such tragedies with PAP in power.

As a bird enthusiast, I visited Serangoon North 1 recently. As you can see in the photo, it’s stressfully shocking to see how common areas have been invaded by shopkeepers with the display of goods.

With so many bird shops, all are trying to outrun each other, as common areas outside shops have been ‘taken over’, leaving minimum space for people to walk.

Back in 2014, National Development Minister Khaw Boon Wan said: “Unfortunately some shopkeepers go overboard, with indiscriminate stacking and display of goods that spill beyond the yellow boxes. This can inconvenience shoppers and compromise fire safety”.

For the record, one in four HDB shops is in breach of the guidelines on displaying goods outdoors.

You may wonder what this got to do with Corruption.

Understand from some bird enthusiasts that most of the shopkeepers are illegally occupying, with “blessings” from HDB and Resident Committees, who turn a blind eye due to the massive “donations, sponsorship, hampers, red-packets” that are being given to community events, with even some businessmen sitting in various organizing committees.

Is this tantamount to Corruption at grassroots level?

When safety and well-being of shoppers are inconvenienced or compromised, authorities from HDB and grassroots leaders from Resident Committees must ensure compliance to rules and regulations are enforced with heavy fines and penalties. But what’s the point when such people are from the “same camp” going to these businesses for monetary support.

CPIB’s definition – “Receiving, asking for or giving any gratification to induce a person to do a favour with a corrupt intent. There are many kinds of gratification, including money, sexual favours, properties, promises, services and etc. Corruption is the abuse of entrusted power for private gain. It can be classified as grand, petty and political, depending on the amounts of money lost and the sector where it occurs. Favours also come in different forms such as seeking confidential information, leniency, special privileges, contracts and etc.”

Common sense suggests that Corruption is the root of the non-action or blind-eye approach by authorities in such cases, which has been going on for many years, like the recent Keppel incident.
Showing leniency or non-enforcement by officers is definitely allowing favouritism to these shopkeepers, as they flout rules and safety, in order to receive “financial favours” for events.

Incidentally, most of the community events are actually organised by People Association, the propaganda mouthpiece of PAP through its community centres, similar to GLCs-run corporations.
Corruption is a criminal offence; regardless the scale as it harmful to humans and society.

Leave to the readers to decide if Corruption is present in our neighborhoods.

    Years ago, I spoke to pub owners and asked why some pub/ktv establishments appear to be flouting the rules and getting away with it. They told me money changes hands. It goes on in all industries with the tacit approval of those in charge. I have no idea how high up it goes but the whole Keppel saga provides the answer.

    Corruption has to be divided into two categories–legal and illegal.

    We are all too conversant with the legal corruption that is going on in Singapore such as Ministerial pay and privileges (use of state resources for political purpose).

    The illegal corruption is what hits the headlines lately. It hit the headlines overseas first. Had it not been publicised by overseas media I am sure Singaporeans will be none the wiser. The elites will not be punished or hauled through the courts, unlike Pastor Kong. That is the other face of corruption. Not enforcing rules because of donations etc, is corruption pure and simple. Using privilege like having your kids in schools of your choice and able to park your cars in non-parking areas and not getting a ticket is also corruption. Because we know does not make it less guilty. It is simply blatantly done–in your face–so what can you do about it–attitude.

    That is why it is time that PAP be asked to take leave from Government. The clown, on the other hand, is trying to emulate his old man–without much success. The old man had state dinners at the White House three times, his Clown prince had to grovel for Obama to give him the last state banquet of his presidency. So he has two more dinners to go to equal his old man.

    All that the Clown is doing is not serving the country but emulating his old man. So his son will become PM no matter what is said. Just like his father, there will be a seat warmer prior to the son taking office.

    With all the FTs coming in to take jobs in every strata of Singapore society–from cardboard collectors to Directors, Overseas companies will be hesitant to open up branches in Singapore because of the risk of intellectual property being siphoned away.

    This Clown Prince is flaky and should not live in his father’s shadow.

    What is corruption? Isn’t it getting something that you do not deserve? Then PAP is corrupt to the core. It pays its officeholders millions each year which it does not deserve. Want proof? Prices go up faster than wages, frequent MRT breakdowns, Singaporeans losing jobs to foreigners, drained CPF account after paying for “subsidized and affordable” HDB flat (price more than doubled over the last 10 years), dismal productivity growth over the last 5 decades, billions lost by GIC and Temasek and nobody is held accountable, etc.

    PAP shrunk the retail space, then further extract revenue from existing spaces.

    Who suffers? The retailers and shoppers, the neighborhood.
    But then, greedy parasites could always said that shoppers could decide where to shop, retailers could choose how much to ballot for rent.

    It’s so good to be a master, dictating the game rules, dishing out any reason you can, if one bothers, yet all riches continue to pour in.

    Where do you hear or find so many cases of corruption during Goh Keng Swee;s days ???

    This “select committee” and the “super fast”, “NO resistance, no REAL public blessings” of the Obscene Minister”s Pay is of course…the start of “encouragement”.

    Followed by the…”No blame culture”….and even ridiculous “praises” for the CEO of SMRT , instead of being made an example……all spells the start of “encouragement” and the “acceptance” of people who don’t need to care for any “integrity” or responsibilities.

    And who started or encouraged it ????

    No need to say,…..all must have agreed its our fcuk up Leeder !

    @Roger, you should also notice shops in HDB heartlands, especially Fairprice and Giant, their occupy half the common walkways. Do you think HDB, URA and SCDF are blind? They just turn the other way.

    Remember the narrow corridor in a HBD blocks that did not met the SCDF’s width requirement. What happens now?

    Just hope that the 70% can remember all these corruptions in the next GE!!

    Also don’t be fooled by the recent debate on PAP leadership renewal, it just a wayang. Anyone thinks there will be a change? With so much secret in the closet and under the carpet, there is no way the Royal FamiLee can or will relinquish his/her position.

    When community events are organised by People Association and shopkeepers/businessmen are then approached by the CCC to sponsor or contribute to the costs of hosting such events, does it not mean bcos of these sponsorshipscontributions that PA actually everytime spent nothing or less than the costs of holding such events? It would be another big can of worms if misreporting on the amt of sponsorship/contributions collected exists.

    Oh come on, Kayu was well and alive when the scandal took place between 2001 and 2014, he was even MM up to 2011 for heaven’s sake. Not surprised he turned a blind eye to this, perhaps he was even resigned to the fact that corruption exists everywhere, even in supposedly squeaky clean Singapura.

    Sure, Teh Cheang Wan committed suicide all those decades ago and Kayu did all the necessary to ensure his cabinet was clean. But PAP has never dared to answer why its MPs, Lim Biow Chuan in particular, can be advisors and directors of so many companies. But hey, you don’t need PAP to spell it out for you, you already can see what is happening to draw your own conclusion.

    legal corruption we never agreed. they just went ahead without our permission. fault of 70% sheep who gave them mandate to change constitution suka suka for legal corruption.

    illegal corruption we also no say. BECAUSE as long as pap tribe is involved even US$422m corruption fine will still not attract any justice other than a conditional warning. BUT if any of us no pap tribe even S$0.01 (Singapore 1 cent) then no end of CPIB coffee AGC coffee and then maximum jail time as stated in pap law book. WHAT can we do about it? well, at the moment not much. we are only 4 votes. UNTIL 70% sheep wakes up, all we can do is to look with dismay at the fast deterioration of Singapore from 1st world to 3rd. truly WTF. when INDIAN is malay. when INSIDE is not within 200m. there is no hope unless better Singaporeans form New Government.

    This type of scratching each others back has been going on from the word go in Singapore.
    There are CCC chairmans who are very close to the business community are often offered favourable opportunities and even bank managers would often offer all kinds of favours in expectation of a return of some kind of favours from the community that will see the closeness of the banks manager or business enterprises to the CCC Chairman.
    You would be surprised what can go the way of the CCC office bearrers, especially the Chairman ????

    As the saying goes, it takes one rotten apple to rot the whole barrel. The rot has only to spread to a few neighboring apples and quickly work its way through the entire barrel. What do you do with a barrel of rotten apples? By adding fresh new apples into the barrel isn’t going to help.     Don’t forget those in business and joined RC to network.They make big donation to the RC and in return to get projects from town councils and the government.Corruption too? CPIB should also look into those RC members. Government wants to be clean ? Then make sure all corners are clean as well or else don’t preach it.

    The yellow lines were drawn in response to many years ago when TWO INNOCENT TEENAGE HUMANS WERE BURNT TO THEIR DEATHS in Hougang as during aftermath it was discovered that these two people escape paths were blocked by goods.

    Did PAP ENFORCE these yellow lines Rules? As with many many other ‘rules’ which actually on hindsight are mere guidelines. Y. I suspect many shopkeepers are PAP voters and supporters and thus PAP morally cannot take action against them.
